Description

SMC J&A #10-05 This Justification & Approval (J&A) supports a previously awarded Firm-Fixed Price (FFP) sole source purchase order FA8802-10-M-0001 to JDS Uniphase Corporation (JDSU) to procure and store solar array glass for SMC/GPSW space development needs. This action was urgently required to ensure SMC/GPSW development needs are met and to avoid $28M in redevelopment costs due to a diminishing manufacturing source. As an incidental benefit, this procurement will also maintain a coverglass source for US Government programs and preserve National Security Space (NSS) development capabilities for the next 6 years. Under authority of this J&A, SMC/PIK issued a FAR Part 12 Commercial Purchase Order (PO) to enable supply chain ordering of long-lead items to meet a critical production schedule. The contract vehicle was required on/about 4 Dec 2009 for delivery by 26 Feb 2010. Authority was provided by the SMC Competition Advocate on 4 Dec 2009 via email to pursue this single source action as unusual and compelling urgency and complete this J&A after the fact. A draft purchase order was issued 4 Dec 2009, then signed 5 Jan 2010. The J&A received final signature on 5 Feb 2010.
