- Document Security Notice Presolicitation Notice SYLPOE Phase 1b PRE-SOLICITATION NOTICE Solicitation No.: GS-09P-10-KT-C-0027 Project: Expansion & Reconfiguration Project at the San Ysidro Land Port of Entry (LPOE), Phase 1b Building Type: Land Port of Entry (LPOE) Budget: The estimated total construction cost is between $150,000,000 and $160,000,000. Region: Pacific Rim Region (R9), GSA, PBS, Design & Construction Division (9PCE) Location: San Diego, California Project Duration: 45 months Delivery Method: Construction Manager as Constructor (CMc) Contract Type: Guaranteed Maximum Price (GMP) Contract Specialist: Chris Lee Contact info: (415)522-2877, christopher.lee@gsa.gov PURPOSE The purpose of this pre-solicitation notice is to formally announce the General Services Administration (GSA), Public Buildings Service (PBS), Design and Construction Division (9PC) requirement for a highly qualified Construction Manager as-Constructor (herein referred to as CMc) to provide pre-construction and construction phase services to complete Phase 1b of the San Ysidro Land Port of Entry (LPOE) Expansion and Reconfiguration Project in San Diego, California. PROJECT DESCRIPTION The San Ysidro LPOE is the busiest land port in the world. The existing, outdated 30-year-old facility is obsolete and can no longer support the facilitation nor enforce the missions of the U.S. Customs and Border Protection (CBP). The Port currently processes an average of 50,000 northbound vehicles and 25,000 northbound pedestrians per day. The San Diego Association of Governments (SANDAG) predicts an increase in vehicle traffic at San Ysidro of up to 70% by the year 2030. SANDAG's recent study indicates substantial economic impacts of $8.4 billion in lost revenue to the region resulting from increased wait times at the border. Given the delays at current traffic volumes, capacity of the port must be increased to accommodate regional growth. Phase 1b consists of the following (in no particular order): Auto Secondary Building with Port Operations Paving Vehicle Pre-Primary Inspection Area Vehicle Secondary Inspection Booth/Lanes with Canopy Tunnel Access to Underground Sallyport Narcotics/Seizures/Auto Breakdown Building Vehicle Impound Area Paving of Northbound Roadways West of Secondary Inspection Bridge or Tunnel Connecting Staff Parking Structure to Auto Secondary Building Mechanical Utilities Facilities for Buildings and Booths Demolition of the Existing Administration Building and Old Pedestrian Bridge Northbound Vehicle Primary Inspection Facilities with Associated Canopies (23 POV Lanes, 1 B us Lane = 46 POV Inspection Booths, 1 Bus Inspection Booth) Employee Parking Structure Southbound Pedestrian Crossing on the East Side of the port The project design architect for the overall project is Miller|Hull Partnership, LLP headquartered in Seattle, Washington. CONTRACTING METHOD GSA intends to issue a Request for Proposal (RFP) utilizing "Best Value" source selection procedures pursuant to FAR Part 15. The selection procedure will employ tradeoffs where technical/management factors are significantly more important than price and price related factors. The RFP will ultimately result in an award of a Guaranteed Maximum Price (GMP) Contract. The base contract award will require the selected CMc to perform Pre-construction Phase Services in accordance with the scope of work spelled out in the RFP. In conjunction with the base contract there will be an exercisable owner's option for Construction Phase Services to complete the actual construction of Phase 1b. The GMP option price for Construction Phase services will be negotiated throughout the Pre-construction phase. The current GSA project schedule assumes a pre-construction phase award of June 2010 with a construction start of December 2010. This procurement is open to all business concerns in accordance with the Small Business Competitiveness Demonstration Program. Prior to exercising the construction option the selected offeror, if not qualified as Small Business Concern, shall be required to present an acceptable Subcontracting Plan in accordance with Public Law 95-507. Although this procurement is open to large businesses, small and minority firms are strongly encouraged to participate. SUBMISSION REQUIREMENTS The project RFP will be issued on or about Friday February 26, 2010. In an effort to accelerate document dissemination, GSA would like to begin the process of identifying interested, qualified CMc's. Therefore those who are interested in receiving the RFP for this project MUST meet the submission requirements stated below. 1. Document Security Notice (DSN) - The DSN must be completed correctly and accompanied by the required attachments. The DSN is attached to this notice. 2. Bonding Capability - The RFP will ONLY be distributed to those CMc's who can provide a surety letter ensuring a bonding capability of at least $160 million. 3. Once submitted it is the responsibility of the contractor to follow up to ensure all the documents have been received. Those who have completely met the requirements will be issued the RFP when it becomes available for distribution.
