Description
Request for Information in support of planning / acquisition strategy development for a modernization or replacement of the COBRA DANE Radar System Notice Type: Special Announcement, Request for Information Synopsis: 52.215-3 -- Request for Information or Solicitation for Planning Purposes. This is a Request for Information (RFI) in accordance with FAR 52.215-3 -- Request for Information or Solicitation for Planning Purposes (Oct 1997). (a) The Government does not intend to award a contract on the basis of this solicitation or, to otherwise pay for the information solicited except as an allowable cost under other contracts, as provided in the Federal Acquisition Regulation subsection 31.205-18, Bid and proposal costs. (b) Although the terms "proposal" and "offeror" are used in this Request for Information, a response received from a contractor will be treated as INFORMATION ONLY and shall not be used as a proposal. (c) Background. The COBRA DANE Radar System (AN/FPS-108) located at Shemya, Alaska supports technical data collection on Strategic Missile System tests for purposes of treaty verification, tracking of Earth orbiting satellites, and threat missile target tracking, object acquisition and classification in support of Ground-based Midcourse Defense. The present system is a traveling wave tube fed phased array, all weather, long-range radar that operates within the L-Band. The system is a single-face phased array system with wide instantaneous field of view. The measurement of the radar face is approximately 95 feet in diameter and the overall radar height is 120 feet. The radar system was operational in 1976 with a major modernization in 1993. In 2004, a modification added missile defense to mission support functionality. Significant elements of the system are beginning to experience supportability issues, and the government is exploring options to either fully replace or, modernize the existing system. The government currently is contracted with a non-conflicted source to conduct an analysis of several alternatives and to provide comparative estimates of technical feasibility, performance, risk, and cost associated with the options. In support of this activity, the government is requesting information from interested sources on approaches and possibilities that may be considered for upgrading the system. The information developed will be used by the study team to aid the government to help define its funding needs, technical approaches, and acquisition strategy to modernize or, replace the system. The fundamental requirements are: - Preservation of the overall mission support capabilities of the existing system - Minimization of system downtime during system replacement or modernization - Affordable acquisition - Exploitation of new capabilities inherent with new technologies The modernization approach assumes reuse of the existing facility and array, and is bound by the constraints of that facility. The replacement approach assumes a new facility collocated near the existing facility. The government will host a classified SECRET Industry Day Conference on Wednesday, 10 March 2010 from 0800 until 1230 at the 343d Security Forces Squadron Training Facility, Bldg 10215, 1325 Harmon Drive, in the Carter Hall Auditorium, Lackland AFB, Texas. The conference will provide interested sources an opportunity to better understand the government needs and planning efforts to date which will enable industry to provide the government with additional view points of candidate options. Sources are expected to have a demonstrated capability to design, develop, and deploy systems of this magnitude, and must have the appropriate facility and personnel security clearances to participate. Following the conference briefing, there will be an opportunity for questions and group discussion at the SECRET level with the government technical POCs, mission stakeholders, and the study team members. On or about12 April 2010, interested parties are requested to submit a written response to the government addressing the following questions based on the study needs. The government will provide additional guidance to prepare and deliver a written response at the Conference. Parties are requested to discuss the following: 1. Describe your concept for high-level modernizing (in-place) of the existing COBRA DANE system with minimal system downtime. 2. Describe your concept for high-level replacement of the existing system with a new design system (for planning purpose with the assumption that the new facility will be located adjacent to the existing system). 3. Provide rough order of magnitude cost and schedule estimates for implementing your concept(s). 4. What risks are foreseen in performing this effort? What steps would you likely take to mitigate the risks? What costs are incurred for mitigation? 5. Describe any emerging technologies under development that may be directly applicable to a COBRA DANE modernization or, replacement effort; such as, high resolution data collection, solid-state array technology, digital beam forming, object classification, etc. All personnel and organizations participating in the evaluation have no known conflict of interests with this activity. All personnel will have signed non-disclosure agreements and any proprietary information provided will be protected as such. The COBRA DANE background brief presented at the Industry Day Conference will be classified as SECRET NOFORN. After the conference, the briefing will be posted on the SIPRNet website (see below) to all appropriately cleared companies that participate. Attendance at COBRA DANE Industry Day Conference requires companies to have recent experience (i.e., within the last 3 years) as a government prime contractor, subcontractor or, material supplier; and on contracts involving radar systems is expected. The company must possess a minimum security facility clearance of SECRET with no foreign owned, controlled, or influenced issues (FOCI), and have a valid contract CAGE CODE. Individual attendees are required to have a minimum clearance of SECRET.
