Description
***THIS POSTING IS FOR INFORMATION PURPOSES ONLY*** The Naval Facilities Engineering Command (NAVFAC) Washington, Officer In Charge of Construction (OICC) Bethesda intends to award a firm fixed price sole source construction contract to Clark/Balfour Beatty (CBB) using other than full and open competition. The Government intends to solicit and negotiate under the authority of FAR 6.302-1 ("only one responsible source") This action is for the design build services for an approximately 1204-space multipurpose parking structure located in the community services district of NNMC near the former building 23 site and to the east of the existing patient parking structure, building 55. CBB is currently working BRAC Phase I. Throughout the BRAC Phase I work, CBB has been required to coordinate design with the State Historic Preservation Office and NCPC. This ongoing relationship and understanding of the unique design requirements associated with NNMC and the BRAC construction effort give CBB the ability to quickly gain acceptance from these agencies, further reducing schedule requirements. Their Phase I work also included a patient parking garage within the designated "historic district". Consistency of design for both garages is critical to receiving approval from NCPC in order to meet the aggressive schedule. Having one designer to coordinate a holistic design will eliminate the inevitable discontinuity between two designers.
