- The U.S. Army Contracting Command, Joint Munitions & Lethality Contracting Center (JM&L CC) Picatinny Arsenal, New Jersey 07806 - 5000, on behalf of the, Munitions Engineering Technology Center, Medium and Cannon-Caliber Munitions Division, Picatinny Arsenal, NJ 07806-5000, has a need for the development and demonstration of technologies that will bridge the gap between the current Counter Rocket Artillery and Mortar (C-RAM) capability and the future Objective Indirect Fire Protection Capability (IFPC) capability for providing mobile, 360 degree hemispherical extended area protection from RAM targets. These technologies are to be demonstrated as part of ARDECs four-year Extended Area Protection and Survivability (EAPS) Integrated Demonstration (ID) Army Technology Objective (ATO) Program. ARDEC's desire is to develop technologies that support a ground-mounted air-defense gun system to provide both wide-area protection and protection to specific high valued assets on the battlefield. This program is to further advance a rudimentary fire control sensor tracking system that was successfully demonstrated to command-divert and command-detonate outgoing single 50mm interceptors during the previous Research phase of the EAPS ATO.The objective of EAPS ID ATO phase of this Program is to demonstrate a more mature and sophisticated Fire control sensor/Fire Control and Radio Frequency (RF) suite capable of providing command functions to optimized 50mm interceptor ammunition. This sensor Suite must provide the following functions; a search mode capable of detecting RAM type targets in a single quadrant, tracking of multiple threats and 50mm interceptors simultaneously, and command communication functionality and a telemetry link to the outgoing interceptors. This will require the development of the command functions to support the necessary communication data-link with the Fire Control Sensor to the outgoing interceptors as well as the Fire Control software algorithms using the fire control sensor data to implement objectives of the EAPS ATO-ID program. ARDEC-Picatinny intends to satisfy this requirement by awarding a Cost-Plus Fixed Fee (CPFF) type Contract for a period of performance of four (4) years (FY10-FY13) through full and open competition. This contract would be incrementally funded each year.
