Description
This Sources Sought Notice is being issued under the American Recovery and Reinvestment Act of 2009 (ARRA) and is for informational purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS). ARS is conducting a market survey to identify the availability and interest of qualified Small, Small Disadvantaged, Small Service-Disabled Veteran-Owned, Historically Underutilized Business Zones, and certified 8(a) firms as potential sources of Design-Build for the RECOVERY - Building 306 Renovation at the Beltsville Agricultural Research Center (BARC). The North American Industry Classification System (NAICS) codes are 236220 (Construction), 541310 (Architect) and 541330 (Engineering) with a size standard of $33.5 million for construction. The ARS has a requirement for Design-Build of the RECOVERY Building 306 Renovation at the Beltsville Agricultural Research Center in Beltsville, MD. Background: Building 306, constructed in 1939 is a nominal 60,000 gross square foot building with approximately 46,500 rentable square feet on three floors. The building utilities are located in a partial basement, accessible from grade, and a full unfinished attic. The building structure is a poured-in-place concrete frame of beams and interior columns, concrete floor slabs, and perimeter masonry walls. The single interior stair, elevator tower and toilet rooms are located in the center of the building creating two wings. The first, second and third floors are a mix of laboratories and office spaces at a ratio of 66% laboratories to 33% offices with the laboratories and offices in separate areas. The existing utility infrastructure including HVAC, hot water generator, main incoming electrical gear, pure water generator, compressed air and vacuum require complete replacement. Requirement: Design-Build Services are required for Architectural, Structural, Mechanical, Plumbing and Fire Protection, and Electrical Systems. Structural: The overall structure of the building is in sound condition and is capable of supporting the projected loading as a result of the renovations. The primary structural work is limited to modifications to the floor and exterior wall support for the installation of the two new interior stair towers. Minor modifications to floor opening for utility distribution and some upgrades at the loading dock are also included. The emergency generator is to be government-furnished. Mechanical: In general, all of the existing mechanical systems and the related distribution cannot be salvaged or reused and have to be replaced. These include Air Handling, Chilled Water, Heating Water and Laboratory Ventilation Exhaust Systems. Plumbing and Fire Protection: The existing water service, distribution piping and laboratory support systems cannot be reused and will be removed and replaced. The plumbing and fire protection upgrades include a new water service with two hot and cold water distribution systems, combination emergency shower/eyewash stations in each laboratory; duplex oil-free scroll type compressors and related distribution piping for laboratory compressed air, duplex oil-free liquid ring vacuum pumps and related distribution piping for laboratory vacuum, a pure water system, a new wet pipe sprinkler system for the basement and the three occupied floors and reconditioning of the dry pipe system for the attic, and natural gas for laboratories provided via individual cylinders. Electrical: The existing electrical distribution does not meet the current version of the National Electric Code (NEC). The existing distribution system needs to be demolished and replaced with a new electrical distribution system. The main service voltage will be changed to 480/277 in order to more efficiently distribute power to the mechanical equipment at 480 volts and the lighting at 277 volts. A standby generator will be provided to supply standby and life safety power for the building. The existing Fire Alarm will be modified and the Telecommunication and Security systems will be replaced. A new water service, sanitary sewer service, and electrical service will be provided. The existing underground steam supply will be modified/upgraded. Architectural: Architectural work will require replacement of casework, painting, floor and ceiling replacement, door replacement, minor changes to the floor plans, restroom reconfiguration and renovation on three floors, and other minor architectural work. Total Design-Build cost is estimated more than $10 million. Interested firms are invited to respond to this announcement by providing the following information: a)geographical location(s) of major and satellite offices; b) business size (large or small) and type of firm (8(a) concerns, HUBZone small business, small disadvantaged business, women-owned business, or service-disabled veteran-owned or other eligible veterans); c) company literature/documentation supporting experience in Design-Build projects of this size and scope; d) experience in successfully completed Design-Build projects; and e) bonding capacity and name of bonding company. NOTE: This project will require firms to provide for Architect, Engineering and Construction Services. If your company lacks one of these required services, your firm must create a partnership with a business that can complement/fulfill ALL the needed requirements by the submission of qualifications' due date. NO SOLICITATION EXISTS. THIS REQUEST IS INTENDED ONLY TO IDENTIFY SOURCES OF DESIGN-BUILD SERVICES. The Government does not intend to award a contract on the basis of this sources sought announcement or to otherwise pay for the information requested. The deadline to respond to this notice is February 22, 2010. No site visits to the facility are allowed. Requested information shall be limited to no more than 20 pages.
