- Description
- The Department of Homeland Security (DHS) requires the following: A Hybrid Services type (CPIF and FFP line items), single award contract for the Operation and Maintenance Services for the Science and Technology Research and Labs to support the Plum Island Animal Disease Center (PIADC). Place of Performance is PIADC, Orient, NY. The contract will include a base period of performance from the date of award through one year thereafter, with four one-year option periods anticipated. This requirement to be solicited as an 8(a) Competitive, Small Business Set-Aside, non-commercial services, under FAR Part 15. The Original Sources Sought Notice was issued under solicitation HSHQPD-08-R-00007. The FY10 solicitation is anticipated to be issued in the Jan-Feb 2010 timeframe. DHS anticipates a Draft RFP to be issued on or about 12 Feb 2010 for Industry Comments. The purpose of this draft RFP is to (1) Determine the degree of interest and availabiity of qualified contractors, and (2) Receive Industry comments on all facets of the draft RFP ( type of contract, Scope, SOW, evaluations, missing information, recommendations, etc) DHS may have a "Web-based Industry Day" in Mar 2010, if enough comments from industry are received. DHS currently anticipates the following timeline: RFP Issue Date on or about 14 Apr 10. Phase 1 proposals due 01 May 2010. Phase 1 Evals & analysis completed by 12 May 2010. Phase 2 invitation and Request for Full Proposals issued by 14 May 2010. Pre-Proposal Conference & Site Visit held during week of 17-21 May 2010. Phase 2 Full Proposals due 04 Jun 2010. Oral Presentations 14-25 Jun 2010. The Government anticipates awarding a contract based on Best Value to the Government, with Technical being significantly more important than past performance or price. The procurement is anticipated to be conducted using a multi-phase evaluation approach. The solicitation phase may include a Pre-Proposal Conference before full proposals are due. Phase 1 initial proposals will be used to determine each Offeror's understanding and ability to meet the objectives of the PIADC O&M Service Requirements. It is anticipated that Offerors will provide its conceptual solution for the program via a written concept paper. Relevant experience will be evaluated. Experience, Education, Qualifications, and Capabilities of the Offerors Proposed Program/Project Manager, Business Mananger and Quality Manager will also be evaluated, and estimated cost/price will be evaluated. Phase 1 evaluations will be conducted to determine the most highly rated Offerors. Only the most highly rated Offerors will be invited to submit a Phase 2 proposal (Advisory Down-Select). The Government anticipates conducting a Pre-Proposal and Site Visit for Offerors that are invited to participate in Phase 2. It is anticipated that Phase 2 Technical and Management evaluations will include an Oral Presentation by each Offeror. All 8(a), responsible sources may submit a proposal, which, if received in a timely manner, shall be considered by the Department of Homeland Security.
