- PROJECT SYNOPSIS Design/Bid/Build P-082, Construction of an Unmanned Anti Submarine (ASW) System Support Facility at Naval Station Newport, Newport, Rhode Island. Place of performance: Naval Station Newport, Newport, Rhode Island. The RFP will be issued to obtain contractor qualifications for which a contract, by means of a negotiated firm fixed-price procurement, will be awarded. A contract will be awarded in accordance with FAR Parts 15 and 36 using the Lowest Price Technically Acceptable Source Selection Process. This solicitation will be issued as N40085-10-R-9425 on or about 20 February 2010. DESCRIPTION The contractor shall provide all labor, supervision, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications as follows to provide completed construction of an Unmanned Anti Submarine (ASW) System support facility. The project constructs the following: Design/Bid/Build, construction of an unmanned Anti Submarine (ASW) system support facility by demolishing and rebuilding a portion of Building 119. A 1,412 m2 (15,200 SF) center section of Building 119 will be demolished and a new structure built in its place with 2nd and 3rd floors, adjoining and accessible on each floor level to the two existing portions of Building 119. The area will have ADA compliant bathrooms, a dive locker, diver operations area, range operations area, secure work areas, secure communications areas, unmanned undersea vehicle (UUV) and unmanned surface vehicle (USV) and payload support support/staging areas. Construction will be steel framed, insulated metal panel, metal deck with concrete fill floor, gypsum walls, suspended acoustic tile ceiling. An elevator will be provided for ADA access to the 2nd and 3rd floor operations areas. A sprinkler system will be installed in the entire building. A new HVAC system will be provided for the operations areas. A 260m2 (2,798 SF) exterior canopy will be provided adjacent to a USV area to allow work on USV's as they are prepared for in-water testing. Crane support structure for the bridge crane will be provided in the vehicle areas. Three new overhead doors will be installed to allow access for large UUV, USV configurations. All work must be completed and ready for use not later than 564 calendar days after notice to proceed. The magnitude of this construction project is between $5,000,000 and $10,000,000. EVALUATION The Proposed Contract will be awarded to the responsible offeror offering the LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) proposal to the Government. To make a determination of LPTA, the Government shall evaluate each offeror on the following criteria: 1. Technical Approach/Management2. Corporate Experience3. Past Performance/Safety4. Small Business Utilization5. Price The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the lowest price technically acceptable proposal.The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. An overall technical rating must be at least "ACCEPTABLE" in order to be eligible for award. An "UNACCEPTABLE" rating in any factor results in the overall technical proposal being rated "UNACCEPTABLE" unless corrected through discussions.
