Description
The National Institutes of Health intends to award a sole source contract to Tishman Construction Corp. to provide Construction Services for the Traumatic Brain Injury Project, for the Rehabilitation Medicine Department. This project will allow Rehabilitation Medicine Department to modernization spaces and equipment to facilitate ongoing and new research and treatment endeavors. Several spaces require reconfiguration to accommodate a change in staffing and support work. Tishman was issued a construction contract to provide services for the defined construction, which is currently on-going. Tishman received the NTP on Sept. 15, 2009 and is scheduled to complete the work on April 10, 2010. Construction is continuing construction, at this time, but there have been some additional IC initiated changes as well as unforeseen or hidden conditions, which require additional work and perhaps time extension. During the construction, Tishman's contract expired, so no additional construction funds could be available without an extension to their contract. The contract vehicle is a not to exceed Price contract. The total contract award value including, the option year shall not exceed $136,000.00. NIH anticipates soliciting and negotiating with only one source under the statutory authority of 41 U.S.C. 253(d)(1)(B) to provide this service to meet mission critical requirements for the following reasons: •· This project was fully planned and designed by CMB and DTR. Change is required due to new IC requirements, discovered hidden conditions, and drawing revisions which occurred after construction began. •· Tishman has performed the construction to date and they are familiar with NIH issues pertaining to the field conditions and IC constraints and documentation developed to date. •· Tishman has the design intent knowledge that was developed during the preparation of the construction documents and master plan and has spent hundreds of man hours getting familiar with the drawings, the building, and the client. To repeat this process with a new contractor would require an extensive effort that would be extremely disruptive to the IC, unnecessarily time consuming, and cost-prohibitive. •· To compete for these construction services would require a significant amount of time that would delay the project and adversely impact the IC and the Clinical Center. Scope of Required Construction Services: •1. Data Collection Room: •a. Change the configuration of the desk/knee wall and the credenza to provide more space between the wall and the treadmill and more room and sight lines for the camera equipment. •b. Modification to newly constructed desk/knee wall, to provide better observation of the study subjects. •c. Modify the location of the new steel beams to meet revisions in the track/harness system, repair drywall where the beams are moved, and touch up paint on the drywall and the beams. •d. Add new 2" conduit for additional IC requirements for the TV/monitor. •e. Replace the data access flooring with a High Tech data flooring to meet very stringent requirements for the IC. Upgrade the VCT surface on the High Tech flooring with colors in a pattern requested by the IC, including painting of the top surface of existing Force Plate measuring equipment. •f. Remove strip ceiling lighting along the east side of the room, which are in the way of the new steel beams. •g. The IC requested the steel beams to be painted different colors for additional room effect for their patients. •h. Additional work on sprinklers and fire protection as required by the Fire Marshall. •i. Move an electrical control panel for the light dimmer system. •j. Provide modifications to the duct system, per modified drawings. •2. Neurocom Room: provide enclosure for existing piping to remain. •3. Metabolic Room: remove gas valves installed on the oxygen and vacuum system and add medgas. •4. Provide conduit and box installations for rerouting existing Nurse Call systems. •5. Provide added project management, site supervision, and additional cost for work to be accomplished outside of normal construction hours, to coordinate modifications to the work required by drawing modifications, and to address modifications required by the Fire Marshall and the Clinical Center. •6. Room 1-2341: •a. Move the hallway door to coordinate with modifications to the furniture. •b. Add furniture partitions, conduit, and data poles to provide for CIT requirements. •c. Add electrical circuits as required by modified furniture and electrical drawings, to address existing conditions. •7. Room 1-2340: modify sprinklers per the Fire Marshall. •8. Room 1-2445: install additional shelving, per IC request. •9. Room 1-2420: •a. Provide duct and electrical conduit modifications due to drawing modifications and CIT requirements. •b. Provide additional circuits to meet CIT requirements and address existing power conditions. •10. Deliverable Schedule: •a. If Tishman is permitted to do the work, there is no additional time required for the modifications and added work and the current construction schedule can be maintained.
