- Design-Build single story sprinkler equipped facilities each consisting of a concrete foundation, split-faced concrete block over a steel frame and sloped standing seam metal roof. Facility includes core administration area, staff support area, facility support area and child care areas. Project Complies with DoD force protection requirements per unified facilities criteria AND sustainable design principles as mandated by Executive Order 13423. The estimated value of this procurement is $10,000,000.00 to $25,000,000.00. The point of contact (POC) for this procurement is Mr. Brett A. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Note No. 2: All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. Note No. 3: Critical path method (network analysis system) is required. Note No. 4: For this job, a small business is defined as having average annual receipts of less than $33,500,000 for the past three years. Address questions concerning downloading of plans/specifications to Brett Bunch at phone number 251-690-3420. Note No. 7: SITE VISIT: A site visit date is scheduled for 09 MARCH 2010 at 1000. The purpose of the site visit is to familiarize the bidders with the scope of work, participate in a site visit to become familiar with the existing site conditions, and familiarize the bidders with the Best Value process. Attendance at the site visit is strongly recommended. Requests for Information (RFIs) generated from the site visit must be entered into the ProjNet contractor RFI system for responses. Due to Base Security requirements and limited field staff available for construction contractor site visits, this scheduled site visit WILL BE THE ONLY ONE OFFERED. Individual requests for site visits WILL NOT be granted. The Contractors shall meet in the Large Conference Room in Building 666 at 1000 hrs. Shortly after Q&A, the meeting will conclude with a site visit to the proposed site at the corner of Boatner Road and Boatner Drive. Contractors shall park in the Cul-de-sac off of Boatner Road. The Site Visit will last approximately forty-five minutes to an hour. Please contact the Eglin Resident Office at 850-882-7023 for additional information. Allow plenty of time to get on base. NOTE: Information obtained during the site survey visit but not included in the scope of work is not contractually binding. All contractors and their employees that require main Eglin AFB access will be required to obtain a picture ID from the Base Pass and ID Office, and wear the ID at all times. Eglin has implemented a requirement for background check for all contractors and their employees to obtain Base passes. Contractors will be required to submit list of personnel, SSN, days and hours of access and employer to Eglin Corps of Engineers Resident Office (Fax number (850) 882-3600), 7 (Seven) calendar days before pass is required. You may contact the Resident Office at 850-882-7023 for verification of receipt of fax. All questions regarding approved/denied base pass request should be directed to Tim Scott at the east gate at 850-882-7500. At the same time, contractor will submit background check information - OMB Form I-9 and Eglin affidavit - to Base Security at East Gate (Valparaiso/Niceville gate). All paperwork turned into the east gate needs to be placed in an envelope/folder with the company name, point of contact/number and contract number. The OMB Form I-9 may be mailed to; 96 SECURITY FORCES BUILDING 272 ATTN- PASS AND REGISTRATION EGLIN AIR FORCE BASE, FL 32542 Individuals must submit social security number or work permit number and have photo identification to receive badge. Note No. 8: The request for information (RFI) process for bidder inquiries during the advertisement period is contained in the RFP solicitation package available exclusively from FedBizOpps. Other forms of communicating RFIs to the government will not be honored. The government will try to respond to all questions. However, responses may not be furnished to all questions and particularly those received late in the advertisement period (0-10 days prior to bid opening.)
