- NASA/DFRC is hereby soliciting information about potential sources forArchitect/Engineering ServicesThe information received will be used within NASA- Dryden Flight Research Center tofacilitate the decision making process and will not be disclosed outside of the agency. Adecision will be made whether to issue the proposed solicitation as a competitiveset-aside for U.S. Small Business Administration (SBA) certified HUBZone,Service-Disabled Veteran-Owned Small Businesses and/or 8a set aside, or whether to issueas full and open competition (unrestricted). No reimbursement will be made for any costsassociated with providing information in response to this announcement or any follow-upinformation requests. This notice does not constitute a Request for Proposal and is notto be construed as a commitment by the Government for any purpose other than marketresearch. Respondents will not be notified of the results of the evaluation. NASA- DrydenFlight Research Center is seeking SBA certified HUBZone, Service-Disabled Veteran-OwnedSmall Business and/or 8a set aside sources with current relevant experience, personnel,and capability to perform the Architect/Engineering (A/E) services required for a firmfixed price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Architect/Engineering Services for various facility construction projects at the Dryden FlightResearch Center at Edwards Air Force Base, California and at the Dryden AircraftOperations Facility in Palmdale, California. The Scope of Services are as follows: Theprincipal firm, including all consultants and subcontractors, shall provide technicallicensed and registered professional services in the areas of Architecture, LandscapeArchitecture, Civil Engineering, Structural Engineering, Surveying, MechanicalEngineering, Environmental Engineering, Fire Protection Engineering, and ElectricalEngineering. The contractor will design and prepare construction drawings andspecifications for roads, utility systems, and buildings. Typical administrative facilitywork includes, but is not limited to: design of offices, warehouses, roadways, utilitysystems, and site planning. NASA- Dryden Flight Research Center may also requireadditional services including, but not limited to: cost estimating, topographicalsurveys, special reports, testing services, soil boring reports, special engineeringreports, Civil Engineering Studies and Site Investigation Reports, preparing fullydesigned plans (Using the latest version of AutoCAD) and specifications (in SpectsInTactformat), and other Multi-disciplinary engineering designs, studies, reports, costestimates, and evaluations. Sample Task Orders include: Schematic Design;Pre-construction documents studies; Design Development; Cost Estimates; ValueEngineering; Specialty Consultant; Constructability Review; Facility Assessments; andCommercial office building design and commercial interior space planning. FacilityProjects range from $2,000 to $20 million. All projects over $1 million will be designedto meet United States Green Building Council, Leadership in Energy and EnvironmentalDesign- New Construction, Silver certified minimum. The North American IndustryClassification System (NAICS) Code is 541310 (Engineering Services) with a Small BusinessSize Standard of $4.5 million. The proposed contract will be for one base year with 4one-year renewable options, resulting in the contract performance period of maximum 5years. The estimated total contract price for the base year and all option years combinedis 7.5M. Interested sources are invited to respond to this sources sought announcement bycompleting the following sections of the SF330 A-E Qualifications in accordance with theinstructions included as part of the form. In addition in Section H AdditionalInformation include the following information: On a maximum of two pages, list a maximumof ten specific, completed, recent (within past 5 years) projects that demonstrateexperience in the required services. List each project by a brief paragraph listing theproject title, location, cost, completion date and how each project reflects experiencein the required services. Again, each project shall be one paragraph in length. Section H Additional Information: On a maximum of one page, provide a brief paragraph addressingLocation; Indicate Firms location of main offices and branch offices. Describe theteams knowledge and availability to work in the proposed geographical area. IncludeSection 9 Authorized Representative, on this page; ensuring the authorizedrepresentative of the firm signs the page attesting to the information provided in thesources sought response.
