- 1.This is a fixed quantity requirement for the new manufacture ofTube Axial Fan for the E-3 aircraft. The contractor shall provide alllabor, facilities, equipment and all material to accomplish themanufacture of the E-3 tube axial fan. A firm fixed price contract iscontemplated. The solicitation number will be FA8118-10-R-0026. Theestimated issue date is 24 February 2010 and the estimated closing dateis 29 March 2010.2.PR Number is FD2030-10-70287.3.Item and Quantities are as follows: Item 0001: Supply: NSN4140-01-017-2183TP, P/N 606630-1-1; Noun Fan, Tubeaxial; Applicable toE-3 aircraft; Quantity: 8 each.4.Description: Item supports the motor and provides ducts for airflow. 11 inches height and 10 inches long. Weight 35.5 lbs. Material:Steel and Aluminum.5.Delivery: On or Before 31 August 2010. 6.Destination: FB2039, Tinker AFB, OK 73145-90137.AMC: 3B.8.For qualification information/source approval requests contactSource Development Office, OC-ALC/BC (405)739-7243. Award will be basedon meeting our requirements and cannot be delayed pending qualificationsof additional sources. 9.APPROVED SOURCES are: Honeywell International, Inc. - Enginesand Systems.10.UID: Note to Contractor - If unit price exceeds $5,000 then UIDrequirements will apply.11.All responsible sources may submit a bid, proposal or quotationwhich shall be considered by the agency.12.The proposed contract action is for supplies or services forwhich the Government intends to solicit and negotiate with only onesource under the authority of FAR 6.302. Interested persons may identifytheir interest and capability to respond to the requirement or submitproposals. This notice of intent is not a request for competitiveproposals. However, all proposals received within forty-five days(thirty days if award is issued under an existing basic orderingagreement) after date of publication of this synopsis will be consideredby the Government. A determination by the Government not to compete withthis proposed contract based upon responses to this notice is solelywithin the discretion of the Government. Information received willnormally be considered solely for the purpose of determining whether toconduct a competitive procurement.13.Award will be made only if the offeror, the product/service orthe manufacturer meets qualification requirements at the time of award,in accordance with FAR clause 52.209-1 or 52.209-2. The solicitationidentifies the office where additional information can be obtainedconcerning qualification requirements and is sited in each individualsolicitation. NOTE: An Ombudsman has been appointed to hear concerns from offerors orpotential offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process.
