Description
GENERAL: The National Park Service, Department of Interior (DOI), is soliciting proposals from construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made avalable and telephone requests or fax requests for this solicitation will not be accepted. Prospective offerors desiring to conduct business with DOI are requsted to register at the National Business Center. Solicitation documents will be available in Microsoft Word and Adobe PDF. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this soliciatation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. PROPOSED ISSUE DATE: The solicitation will be available at http://ideasec.nbc.gov on or about February 18, 2010. The solicitation will close on or about March 19, 2010. Proposal receipt date is approximate; actual date will be established at the time solicitation documents are available. All responsible offers which if submitted in a timely manner will be considered. TITLE OF PROJECT: KNRI- VC Water proofing DESCRIPTION: This project is Full and Open Competition. The work of this contract consists of: provide all material, labor, tools, expendable equipment, utility and transportation services and all incidental items necessary to perform and complete the waterproofing and rehabilitation of water damaged areas of the existing Visitor Center Facility interior and exterior. Solutions and rehabilitation include: remove and replace exterior caulking and mortar; remove and replace interior insulation and drywall; painting; removal and replacement of carpet; remove and replace window system in the Superintendent's Office with a new water tight system. Project is located at the Knife River Indian Villages National Historic Site, 564 County Rd 37, Mercer County, Stanton, North Dakota. TYPE OF PROCUREMENT:A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The governemnt will consider the offeror's technical capability in comparison to its price. NAICS Code: 236220 with a size standard of $33,500,000 in average gross annual receipts for the past 3 fiscal years. ESTIMATED PRICE RANGE: $100,000 to $250,000. TIME FOR COMPLETION: 120 calendar days _________________________________________________________________________Site Visit: To be determined at a later date. DO NOT submit requests for plans and specifications to the site visit personnel listed above.____________________________________________________________________________ The Contractor will be required to commence work within 10 days after Notice to Proceed and complete the construction work within 120 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. This solicitation is subject to the Davis Bacon Act and will require Performance and Payment bonds and a bid guarantee as per FAR 28.101 and 102. The bid guarantee amount shall be at least 20 percent of the bid price. The contractor shall also be required to provide a valid Certificate of Insurance.
