- The purpose of this Amendment to is change the response date of Source Sought notice W15QKN-10-X-0500 to 16 Feburary 2010. All responses to this sources sought notice should be sent via post to: Daniel J Endrizzi, Contracting Officer, Operations Execution Office JM&L Contracting Center ARMY Contracting Command, Building 9, Picatinny Arsenal, NJ 07806-5000. E-mail submittal of responses will not be accepted. The U.S. Army Contracting Command, Joint Munitions & Lethality ContractingCenter (JM&L CC) Picatinny Arsenal, New Jersey 07806 - 5000, on behalf of thePicatinny Operations and Maintenance Division, Directorate of Public Works isconducting a sources sought notice to locate potential sources capable of developing an executable and affordable strategy to enable Picatinny Arsenalto become a Net Zero Energy Installation (NEZI). This sources sought notice is in conjunction with the December 11th 2009 Industry Day (W15QKN-10-Z-0500) held at Picatinny Arsenal. The Industry Dayprovided preliminary information on the US ARMYs anticipated requirement fordesigning a plan to make Picatinny Arsenal become a NZEI. The slides from the December 11th Industry Day, questions asked during Industry Day withcorresponding responses, and the DRAFT Statement of Work (SOW) for the potential requirement have been uploaded with this announcement. The purpose of this sources sought notice is to locate potential sources,request guidance and input from Energy Industry firms on how they would liketo see a Request for Proposal (RFP) structured, and to request Rough Order ofMagnitude (ROM) for each dollar range provided below. Your firm should consider various funding levels by the Army in developingstrategies. The various funding levels that your ROMs should be based on areas follows: $100-$300K $301-$500K $501-$700K Excess of $701K Your firms response should be no more than 10 pages in length. Interested sources capable of developing an executable and affordable strategy are requested to submit a corporate resume indicating your specific experience in developing conservation and renewable energy projects in relation to Net Zero. The resume should also include your firms name, address, size of business (small or large), and ROMs in conjunction with the above price ranges. A Firm Fixed Price (FFP) type of Contract vehicle is the preferred method of contracting. This announcement is for information and planning purposes only and is not a RFP nor does its issuance restrict the Government as to the ultimate acquisition approach. No solicitation exists at this time. This is a requestfor a narrative of your firms capabilities in this area and brief explanation and ROM of what your firm could perform within the provided dollar rages. The Government will not pay for any information submitted under this announcement.
