- Contract No: R10PX30106 Justification for Other than Full and Open Competition - Sole Source to General Electric 1. Office requesting the actionHoover Dam Office 2. Nature and/or Description of proposed actionMark oneX sole source acquisition ___limited competition action 3. Description of supplies or services required to meet agency's needs: Repair two damaged rotor pole windings on Hoover Unit A5. The contractor designed and built the unit in 1943. The contractor rewound and uprated the unit in 1982. The contractor maintains a field service division which is familiar with the unit design and the method necessary to complete repair to the pole connections. General Electric possesses the original design data and drawings which enable the repaired pole windings and connections to be identical to the remaining poles and connections on the rotor. All rotor windings must match in electrical characteristics as well as aerodynamic and physical characteristics for the unit to perform correctly. 4. Estimated value: $189,489.00 5. Authority permitting other than full and open competition: FAR 6.302-1 Only one responsible source 5a. Discussion in support of the above authority: The Bureau of Reclamation (Reclamation) has a requirement for repair of two damaged rotor pole windings on Hoover Unit A5. The unit was designed and built the unit in 1943 and was then rewound and uprated in 1982. There is only one source that maintains a field service division which is familiar with the unit design and the method necessary to complete repair to the pole connections. This source is the only one that has the original design data and drawings which enable the repaired pole windings and connections to be identical to the remaining poles and connections on the rotor. All rotor windings must match in electrical characteristics as well as aerodynamic and physical characteristics for the unit to perform correctly. Due to the urgency of the requirement there was no time to allow other vendors come out and try to reverse engineer the A5 Generator when GE was in possession of the only drawings and is the OEM. 6. Effort made to obtain offers from multiple sources. Name the source(s) from which the product(s) or service(s) are to be acquired. Because of the urgency of this requirement and GE is the only owner of the drawings and the OEM of the generator and there are no other sources to solicit. 7. Description of market research performed. Explain actions taken and provided (by attachment) documentation of results of the market research, or an explanation of why no market research was done. A notice of intent was posted on FBO in which another vendor expressed interest however since the designs were not available to provide they would have to come and try to reverse engineer the generator. Due to the urgency of the requirement there was not enough time for this to occur. 8. Determination of fair and reasonable cost. Explain how we know or will be able to determine reasonableness of price/costs. The Purchase Order was issued on established fixed prices determined to be fair and reasonable at the time of award. A cost analysis was conducted to compare the estimated labor hours, travel expenses, and materials/shipping costs. Costs provided by GE were compared to GSA pricing for travel and similar labor categories, and technical expertise provided by the end user.
