Description
Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Boston Healthcare System,intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, only one responsible source to XO Communications. The agency intends to use XO Communications to continue to provide service with existing voice and data circuits for various Boston Healthcare locations. The VA shall perform a competitive solicitation in the near future to replace existing Voice and Data circuits. The VA Boston Healthcare System is looking to continue using existing T-1 and 56k data circuits in the transmission of voice and data packets between VA BHS and BMC. The vendor will provide a 24 hour toll free number to report trouble and once reported, repair services will be initiated within 3 hours. These circuits connect the VA facility at 150 Huntington Ave, Jamaica Plain to various location throughout Boston. These circuits already exist and are due to be replaced this year under the Networx contract. To replace the lines or competitively compete various teleco vendors does not make sense as they are been transitioned over anyway. A firm fixed price contract with no option years is anticipated and shall be awarded. The Government intends to award this contract to a small business. It is the Governments belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement in a timely and cost effective manner. It is the Governments intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. However, any Small Business that believes it can meet these requirements and possesses relevant past experience and expertise may give written notice to the Contracting Officer within five (5) days from the synopsis publication date. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. This information can be emailed to Craig Toland at: craig.toland@va.gov. Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses of this notice is solely within the discretion of the Government.
