- All proposers should continue to make every effort to submit proposals so they arrive at ATI by the deadline of 12:00 noon ET, Friday 12 February 2010. However, given the unique circumstances presented by the ongoing major East Coast snowstorm and the possibility of transportation delays, we are modifying the proposal delivery requirement for this solicitation as follows: If a proposer can show that a proposal is delivered to the carrier in time to ensure delivery to ATI prior to the deadline under normal circumstances, and weather prevents the carrier from meeting their normal delivery time standard, the technical and cost proposals must be submitted electronically to ingram@aticorp.org prior to the deadline, in order to be accepted. The tracking number provided by the carrier for the affected proposal(s) must also be submitted to ingram@aticorp.org to provide evidence of timely acceptance by the carrier. In this situation, the hard copy proposals will be accepted whenever the carrier is able to deliver them to ATI.
