Fuel for the Caribou-Targhee National Forest General Information Document Type:K - Combined Synopsis/Solicitation Solicitation Type:RFQ Posted Date:February 10, 2010 Response Date:February 25, 2010 NAICS Code:454319 Set-AsideTotal Small Business Solicitation No.:AG-02NV-S-10-0023 Contracting Office Address Department of Agriculture, Forest Service, R-4 IDAWY Acquisition, 1405 Hollipark Drive, Idaho Falls, ID 83401 Description The USDA, Forest Service is soliciting quotes from qualified small businesses for bulk fuel delivery to various locations throughout the Caribou-Targhee National Forest in Idaho. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The resulting award will be a Blanket Purchase Agreement (BPA). Multiple BPA’s may be awarded for this requirement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 38, effective as of February 2010. Non-manufacturers must furnish in the performance of the BPA, the product of a small business manufacturer, which end product must be manufactured or produced in the United States. Small size standard for the manufacturer of the item would be 500 employees. Quantities will be dependent on usage and demand. Unit of Measure will be gallons. Delivery shall be FOB Destination to the project sites identified below. 1. GENERAL This project consists of supplying bulk fuel to several sites located through the Caribou-Targhee National Forest. Vendors shall be able to respond to delivery requests within 24 hours of order and accept Forest Service fleet credit cards for payment. Fuel Specifications: St. Anthony Office, 499 North 2400 East, St. Anthony, Idaho 1 – 8000 gallon bulk fuel tank to be filled with Off Road Diesel approximately every 10 days. 1 - 1000 gallon bulk fuel tank to be filled with #1 Diesel approximately every 10 days. Bannock Guard Station, 2191 S. Mink Creek Road, Pocatello, Idaho 83204 1 – 350 gallon bulk fuel tank to be filled with #1 Diesel twice per year. 1 - 350 gallon bulk fuel tank to be filled with Regular Grade Unleaded Gasoline twice per year. Island Park, 3726 Highway 20, Island Park, Idaho 83429 1 - 500 gallon bulk fuel tank to be filled with #1 Diesel twice per year 1 – 500 gallon bulk fuel tank to be filled with Unleaded Regular Gasoline twice per year. Delivery Date Approximate start date is March 31, 2010. The actual delivery schedule will be established after award of Blanket Purchase Agreement(s). Vendors must be registered in the Central Contractor Registration database prior to award (www.ccr.gov) and also complete the Representations and Certifications (ORCA) (http://orca.bpn.gov). The provisions at 52.212-1, Instructions to Offerors—Commercial, and 52.212-2, Evaluation—Commercial Items are applicable. Evaluation for award of BPA(s) will be based on past performance and compliance with delivery and solicitation requirements. Vendor(s) shall include the provision at 52.212-3, Offeror Representations and Certification—Commercial Items with their submission. The listed clauses may be obtained at http://www/arnet.gov/far/farqueryframe.html. Clauses 52.212-4, Contract Terms and Conditions—Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders—Commercial Items, apply to this acquisition. Additional applicable FAR clauses are 52.203-6 with Alternate 1, 52.219-8, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222.19, 52.225-1, 52.225-13, 52.232-33. Interested vendors shall submit a Letter of Interest which states what locations they are interested in providing fuel for, what types of fuel they would supply, and what the delivery charge will be. If more than one BPA is awarded, the Fair Opportunity process will be used and each BPA Call will be competed among the awarded BPA’s. Award of BPA Calls will be based on price and delivery schedule.
