- THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT RECOVERY- UPPER GRANDE RONDE PHASE 1&2, FLY CREEK, AND SCOUT CREEK RESTORATION. WALLOWA-WHITMAN NF, UNION COUNTY, OREGON. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-0489-S-10-0276 on or about March 1, 2010, for the RECOVERY Upper Grande Ronde Phase 1&2, Fly Creek, and Scout Creek Restoration. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after March 1, 2010, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. PROJECT DESCRIPTION. The U.S. Forest Service, EROC-NW, servicing Region 6 has a requirement for UPPER GRANDE RONDE PHASE 1&2, FLY CREEK, AND SCOUT CREEK RESTORATION. Upper Grande Ronde River will place wood/rock within the entire 4.7Miles of Grande Ronde River., Obliterate 4 roads/trails, rehabilitate 9 stock pile areas. Place boulders on stock pile areas. Fly Creek: floodplain restoration at 21 segments adjacent to Fly Creek. Upper Grande Ronde River (Camp Carson), place large woody debris into channel, hill slopes, construct water bars, and remove pipe. Bear Creek: wood placed within streams. Scout Creek: place woody material in stream. The contractor shall supply all services, labor, equipment and material, supervision, transportation, operating supplies, and incidentals except those items, if any, listed as Government-furnished property needed to perform the following: Upper Grande Ronde Phase 1&2, Fly Creek, and Scout Creek Restoration in compliance with its terms, specifications, and provisions. The Government intends to award a negotiated firm fixed price contract. PROJECT LOCATION – Upper Grande Ronde River, Fly Creek, Bear Creek, and Scout Creek. Maps containing the exact locations will be in the upcoming solicitation. PARTICIPATION. This acquisition is a Small Business Set-Aside. The North American Classification System Code (NAICS) is 237990. The size standard is $33.5 Million. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications and Davis Bacon Act wage rates will be posted to the FedBizOps website www.fbo.gov. REGISTRATIONS.
