- Description
- The Air Armament Center, 308th Armament Systems Wing, 808th Armament Systems Group, 687th Armament Systems Squadron (687 ARSS), Eglin AFB FL 32542 is contemplating a sole source contract to Raytheon Missile Systems (RMS), 1151 E. Hermans Road, Tucson AZ 85756. The 687 ARSS requires a sustainment effort to field one (1) government owned Active Denial System (ADS) 2 to the CENTCOM AOR for a period of not less than thirteen (13) months, with an additional one (1) year option. The contemplated effort also includes an option to fabricate, test, and deliver one (1) additional ADS 2 unit. The ADS is a non-lethal counter-personnel directed energy weapon system that uses millimeter wave energy. This effort is a follow-on contract to the ADS Advanced Concept Technology Demonstration (ACTD) previously awarded to Raytheon. The Government does not own the ADS 2 Technical Data Package. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The contract is anticipated to be awarded in July 2010 with a period of performance not to exceed 48 months. The anticipated dollar value, including all options, is not to exceed $25Million. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. It is not the Government's intent to pay for information solicited. All responsible sources may submit a capability statement, which shall be considered by the agency. An Ombudsman has been appointed to address concerns of potential offerors. The Ombudsman does not diminish the authority of the program manager or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. Routine matters or matters administrative in nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the points of contact identified below.
