- Description
- This synopsis is for work to perform utility line clearance tree pruning, providing a 20-foot clearance above and below the power lines and 10-foot clearance on each side of the power lines. The line item is ordered per Linear Foot (LF) based on one side of the power lines from pole to pole. Tree pruning shall be completed in accordance with ANZI Z133.1 and ANZI A300 and as follows: Trees shall be trimmed using the directional pruning method. This pruning method removes branches growing toward conductors in favor of those growing away. Reduction cuts are used for all branches that are pruned. Branches shall be pruned properly back to a lateral branch that is at least one-third the diameter of the branch being removed. The work identified is to be provided by means of an Indefinite-Delivery/Indefinite Quantity (IDIQ) contract for an Annual Utility Tree Trimming Contract for outlying properties within the Naval Facilities Systems Engineering Command, Mid Atlantic Area. The solicitation and resulting contract award will be a performance based service acquisition contract made to the responsible offeror whose proposal, conforming to fit the Request for Proposals (RFP), will be most advantageous to the Government. Price and other evaluation factors considered. The offeror's proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. The technical evaluation factors are: (A) Corporate Experience, (B) Past Performance, and (C) Technical Approach/Management. The Government has the option to extend the term of the contract services for additional periods of 48 months. The proposed procurement will be issued as a NAVFAC Electronic Support Contract with online ordering capability using DOD EMALL. Acceptance of Government Purchase Credit Cards is required along with the purchase of DOD EMALL Encrypted Software. The North American Industry Classification System (NAICS) is 561730 with a size standard of 6.5M. This competitive procurement is set-aside for 8(a) certified firms only. The RFP will be available in electronic format only (Adobe Acrobat (.df)) and will be posted on the Navy Electronic Commerce Online (NECO) website on or about February 26, 2010. Estimated proposal due date shall be at least 30 days after the RFP is posted. The site address is https://www.neco.navy.mil/ Notification of any updates or amendments to the solicitation will be posted on the website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES. All prospective contractors are required to be registered in the Central Contractor Registration (CCR) database. Failure to register in the CCR database will make an offeror ineligible for award. Offerors and contractors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at http://www.ccr.gov. No copies, CD-ROM of the RFP, or other contract documents, and will not accept any facsimile requests for copies. Notifications of any changes (amendments) will be via the Internet. It will be the contractor's responsibility to check the NECO website daily for amendments to this solicitation. NOTE: Contractors shall submit Annual Representations and Certifications via the Online Representations and Certification Application (ORCA). Prospective contractors shall submit Annual Representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Registration (CCR) database (see FAR 4.1102).
