- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in SubPart 12.6, as supplemented with additional information provided in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is EA133R-10-RP-0067, and the solicitation is being issued as a Request for Proposals (RFP) under FAR Part 15. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-38. This solicitation is a 100% Total Small Business Set-Aside under North American Industry Classification System (NAICS) Code 517110 Wired Telecommunications Carriers with a size standard of 1,500 employees. BACKGROUND. The National Oceanic and Atmospheric Administration (NOAA) Geophysical Fluid Dynamics Laboratory (GFDL) develops and uses mathematical models and computer simulations to improve our understanding and prediction of the behavior of the atmosphere, the oceans, and climate. Since 1955, GFDL has set the agenda for much of the world's research on the modeling of global climate change and has played a significant role in the World Meteorological Organization, the Intergovernmental Panel on Climate Change assessments, and the U.S. Climate Change Science Program. GFDL scientists focus on model-building relevant for society, such as hurricane research, prediction, and seasonal forecasting, and understanding global and regional climate change STATEMENT OF WORK SCOPE. The NOAA Geophysical Fluid Dynamics Laboratory (GFDL) in Princeton, New Jersey requires Internet connectivity that is capable of providing a minimum of 100Mbps access to the Internet with no packet loss from Customer edge to Provider Edge devices and advertise the AS number (# 40623) for the GFDL IP address space. REQUIREMENTS. Access and connectivity required at Switch & Data Meet-Me-Cage (MMC) on the 9th Floor, Suite 990 at 401 North Broad Street, Philadelphia, PA. The Contractor shall provide a single managed solution for access to commercial commodity Internet. The Contractor shall have the capacity to provide bandwidth in a single connection at 100Mbs. The Contractor shall provide this service with no packet loss from Customer edge to Provider Edge devices. The Contractor shall advertise the AS number (# 40623) for the IP address space. The Contractor shall provide "trouble" notification and resolution procedures. The Contractor shall provide notification of all maintenance schedules. The Contractor shall provide an acceptance test plan to validate bandwidth and local loop quality. The Contractor shall provide access to circuit utilization reports and graphs providing at least the 5 minute average. The Contractor shall provide a detailed path map (street level). The Contractor shall provide the mean time to pair in the event of an outage. The Contractor shall provide a report of root cause for all unplanned outages. The Contractor shall notify GFDL operations of outages within 1 hour of initial outage determination and provide status updates every 2 hours till corrected. The Contractor shall notify the GFDL Contracting Officer Representative (COR) of all planned outages. PERIOD OF PERFORMANCE. The period of performance for this contract is a base period from date of award through one (1) year thereafter with four (4) one-year option periods. The following FAR provision applies to this solicitation: 52-212-1, Instructions to Offerors-Commercial Items. EVALUATION CRITERIA: The Government will award a single commercial items contract resulting from this solicitation to the responsible Offeror whose proposal is the best value for technical acceptability and the lowest total evaluated price. Award will be made on the basis of the lowest total evaluated price (base period and all option periods) of proposals meeting or exceeding the acceptability standards for the following non-cost factors: (1) Technical Capability and (1) Past Performance. Offerors shall submit: (1) a statement of capability to provide the required services and (2) a list of 3 customers for whom like or similar services have been performed within the past 2 years. Include specific points of contact and phone numbers.
