- The U.S. Army, Army Contracting Command (ACC), Joint Munitions & Lethality (JM&L) Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf Benet Laboratories, Watervliet Arsenal, Watervliet, NY 12189-4000, is conducting market research to locate firms capable of providing ultra-high pressure hardware. Benet-Picatinny intends to satisfy this requirement by awarding one or multiple Blanket Purchase Agreements (BPAs) for a period of performance of five (5) years. The Government is seeking sources capable of providing ultra high pressure hardware which can withstand up to 200,000 pounds per square inch (psi) of hydraulic pressure in a fatigue scenario. This hardware is to be used to connect existing Harwood Engineering Company, Inc. hydraulic power equipment with Government test specimens. There are two interchangeable intensifier heads called the SA-15 (Single Acting 15 diameter). One head reaches a maximum limit of 80,000 psi and the other head reaches its maximum threshold at 100,000 psi. The SA-20 (Single Acting 20 diameter) is a separate system with a maximum threshold of 120,000 psi. Another piece of Harwood Engineering equipment is the DA-7 (Double Acting Intensifier). This system uses two intensifier heads which have the capability of reaching 200,000 psi in static and cyclic modes. Hardware includes high pressure pipe, elbows, cross tees, four way connectors, nipples, collars, bulk modulus, check valves with inner components, strain cells, and dump valves. This hardware will be exposed to cyclic pressure from 100 pounds per square inch up to 200,000 pounds per square inch for the main purpose of testing to failure cannon components. The ultra-high pressure medium which this hardware is exposed to is water and Glycol, and ROYCO 808 Aircraft Fluid. This hardware must be compatible with these fluids. Firms/companies are invited to indicate their interests and capabilities by providing specifications, brochures, manuals, reports, information pertaining to experience on previous projects, specific work previously performed or being performed, and any other specific and pertinent information as it pertains to this particular area of procurement that would enhance the Governments consideration and evaluation of the information submitted. All information is to be submitted via email at no cost or obligation to the Government; information provided will not be returned. Responses shall also indicate the size of the business entity; large or small, and all interested sources should be registered in the CCR database and be able to provide a copy of the most recent ORCA certifications.
