Description
RECOVERY - PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTOR(S) UNDER THE CURRENT CONTRACT NUMBER(S): STELL ENVIRONMENTAL ENTERPRISES INC., W9126G-06-D-0037 This action calls for the contractor to furnish all services, materials, supplies, plant, labor, equipment, investigations, studies, and travel, as required, to conduct a Phase II Environmental Site Assessment at the 3300 Bellfort Street, Houston, TX, Landfill Site, consisting of soil borings to visually assess landfill cap and debris, installation of temporary groundwater monitoring wells, soil and groundwater samples, and preparation of an investigation report. The City of Houston has requested assistance through the EPA Targeted Brownfields Assessment (TBA) Program for a limited environmental investigation at the 3300 Bellfort St. landfill site. The site is bounded on the north by Bellfort, east by Comal St., the south by Reed Road and the west by Hwy 288. The site was purchased by the city in 1937 (299.5 acres). Most of the site has been used as a landfill with the northwest corner the location of a former incinerator. The landfill closed in 1970 and the incinerator closed in 1971. From 1970 thru 1977 soil and demolition debris were disposed at the site. Various environmental studies have been conducted at the incinerator site from 1994 to 2001 and at the landfill from 2003 to 2006. The City would like to redevelop the site for possible park space, a botanic garden and a Solar Plant Facility. The EPA has agreed to additional investigation activities of the landfill under the EPA TBA program.
