- The US Geological Survey intends to negotiate on a sole source basis with Laboratory & Environmental Testing Inc., 3501 Berrywood Dr., Columbia, MO to provide Analytical Services on the following: analyses for suite of trace elements in water samples using ICP-AES, analysis for selected individual trace elements in tissue samples, and homogenization (grinding) of biological tissue samples. This requirement is for a five (5) year Blanket Purchase Agreement. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) FAR Subpart 13. The proposed action is for services for which the Government believes that there is only one responsible source and no other vendor will satisfy the agency's requirement. The USGS Columbia Environmental Research Center (CERC) regularly conducts toxicological and biological assessments of aquatic samples. Timely chemical measurements are often an integral part of such assessments, and most of these are typically performed by the CERC Environmental Chemistry Branch. However, occasionally some analyses cannot be performed internally because of conflicts among project priorities or sudden equipment breakdowns. Consequently, small numbers of samples must sometimes be submitted to an outside analytical laboratory in order to meet CERC project timelines. Services needed most often include: a) analysis of water samples for a suite of elemental constituents by inductively coupled plasma atomic emission spectroscopy and b) sample homogenization of large biological specimens (primarily fish). Currently, Laboratory and Environmental Testing, Incorporated (L.E.T.), Columbia, Missouri, is the only area laboratory qualified to provide the needed services with a proven track record in dealing with DOl agencies (the U.S. Fish and Wildlife Service, for example). Furthermore, L.E.T., Incorporated has performed water analyses for the past 2 years for an ongoing CERC project on the Missouri River. To ensure comparability with past data, water sample analyses scheduled for FY07 as part of this project should be analyzed by the same laboratory. Firms who feel that they can furnish the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Those firms believing they can provide similar services must provide supporting evidence that they can furnish the services identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. The Government will consider all responses received within 5 days of the date of publication of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
