- MODIFICATION: This action originally publicized in Fed Biz Ops dated 4 February 2010. This modification is to provide responses to the following questions: Question 1: What is the Proposal Due Date?Answer 1: Proposal is due 19 February 2010. Question 2: What format style should be used for the proposal?Answer 2: There is no specific format, as long as all information is provided. Question 3: What is the proposal submission preference?Answer 3: Proposal submission is accepted via e-mail, fax or regular mail. Question 4: What is the proposal length?Answer 4: Proposal shall not exceed 70 pages. Question 5: What proposal volumes are required?Answer 5: Proposals shall be submitted with pricing and technical volumes. Question 6: How will other direct costs (ODC) for learning module support, e.g., handouts, out of classroom reading, pocket reference material etc., be handled?Answer 6: All costs shall be included in the cost of training. Question 7: Will the Government provide classroom, computer aided display, projector, screens, etc.?Answer 7: The Government will furnish classroom and all required IT equipment will be provided. Question 8: Who will provide student note materials, pens, paper, etc?Answer 8: Students will provide their own pens and paper. Question 9: Will refreshments be provided?Answer 9: Coffee will be provided. Question 10: Will instructor work outside of classroom?Answer 10: The instructor will be able to use an office area during working hours. Question 11: What is the expected start date?Answer 11: Start date will be 30 days after award of contract. Question 12: What is the expected end date?Answer 12: End date will be one (1) year after award of contract. Question 13: Are the five-week modules to run for 5 consecutive weeks, 8 hours per day, 5 days per week?Answer 13: The modules should be 4 hours per day, 1 day a week for 5 consecutive weeks. Question 14: What is the Government requirement for remediation of students that miss classes or days of class?Answer 14: Students will be required to attend all classes. Senior Management will visit the issue on a case by case basis if class is missed. Question 15: Is there a Government requirement for students to demonstrate familiarity, knowledge, or mastery of the course material?Answer 15: The students will need to demonstrate familiarity, knowledge or mastery of the course material. Question 16: Do the same requirements apply for the day seminars?Answer 16: Start/end date is the same, day sessions can be held twice a day. The students in the day seminars will not be required to demonstrate familiarity, knowledge, or mastery of the course material. Question 17: Is there existing course curriculum that the solicitation is based upon? If so, will a copy be provided?Answer 17: There is no existing course curriculum. Question 18: Is there an incumbent?Answer 18: There is no incumbent. Question 19: What prior courses have been offered at MCLB Barstow or elsewhere within LogCom?Answer 19: Various types of Leadership training have been previously offered. Question 20: Does the Government wish to take possession of all course materials developed related to this requirement?Answer 20: Yes, the Government shall take possession of all course materials developed related to this requirement.
