- Project/Program Management Support Services to the Deputy Assistant Secretary of the Army for Privatization and Partnerships. The Army establishes long-term business relationships with private sector developers for the purpose of improving military family housing communities. The program will include privatization of transient lodging facilities, unaccompanied personnel housing, utilities privatization, Enhanced Use Leasing as well as other Public Private ventures. These privatization programs are managed in the Office if the Assistant Chief of Staff for Installation Management, (OACSIM). The Army requires professional advice and assistance from private sector experts to implement and manage all aspects of housing and lodging privatization. The performance-based objectives are to support government personnel in all phases of the program including developing project concept, pro forma modeling, conducting due diligence, negotiating development plans and schedules, negotiating business terms and conditions, overseeing debt competition, planning transition to privatization, and managing the privatized portfolio. The Contractor is expected to assemble a team of experts with knowledge and experience in developing, financing, and managing large-scale residential real estate and lodging projects, and to manage this team of experts in a cohesive and coordinated fashion. Additional information in accordance with the performance work statement is included in the request for proposal package. All responsible sources may submit a bid which shall be considered by the agency. All questions shall be submitted via e-mail to Cathey.robertson@usace.army.mil. Proposal can be submitted via mail to U.S. Army Corps of Engineers, Contracting Division, Room 7000, 10 South Howard Street, Baltimore, MD 21201-2530. A proposed Subcontracting Plan will be required with the submission of your proposal for all large business offerors. The plan must be consistent with Section 806 (b)(2) of PL 99-661, PL 100-180, and PL 100-656. Subcontract awards to Small Disadvantaged Businesses (SDB), Historically Black Colleges & Universities (HBCUs) and/or Minority Institutes (MIs) should be included in the plan. The following subcontracting goals are considered to be reasonable and achievable. Award approximately 70 percent of the total subcontracting dollars to all small business concerns, 33.0 percent of the total subcontracting dollars to small businesses, 6.2 percent of the total subcontracting dollars to small disadvantaged business, to include historically black colleges and universities or minority institutes, 7.0 percent of the total subcontracting dollars to women-owned small businesses (WOSB), 2.0 percent of the total subcontracting dollars to service disabled veteran-owned small business, 3.5 percent of the total subcontracting dollars to veteran-owned small business and 9.8 percent of the total subcontracting dollars to HUBZone small business. This will be a best value procurement based on a performance work statement, firm fixed price acquisition. Period of Performance will be a base year with four one-year option periods. Offerors will be evaluated on: Factor 1: Technical Capability, Factor 2: Performance Risk, Factor 3, Small Business Subcontracting Plan, and Factor 4: Cost The solicitation will be provided in an electronic format, free of charge on or about 04 March 2010, to all authenticated account holders of Federal Business Opportunities (FBO) System. Please note that all U.S. Army Corps of Engineers acquisitions are considered Sensitive, But Unclassified Documents, and require users to have a valid MPIN entered in the FBO system to access package. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. No phone or fax request for copy of solicitation will be accepted.
