- NASA/GRC intends to purchase the continued development, validation and enhancementof aero elastic analysis codes from the University of Toledo. Statutory Basis for OtherThan Full and Open Competition: 10.U.S.C.2304(c)(1), only one responsible source and noother supplies or services will satisfy agency requirements.This is a follow on to an existing task order with the University of Toledo. Thecontinued effort requires further development, validation and enhancement of the TURBO-AETurbomachinery Aeroelastic Analysis code, and for the development, validation, andapplication of the high fidelity Harmonic Balance aeroelastic analysis code.The intended use of these codes is for the application of computational tools to modelthe aeroelastic characteristics of aircraft engine turbomachinery components. Thecontinued effort will consist of the following tasks:1. Analysis of the forced response characteristics of distortion-tolerant fan designs andthe characterization of the effect of inlet distortion on flutter stability of these fandesigns using as a starting point the NASA-developed TURBO-AE Aeroelastic analysis codethat uses the TURBO unsteady aerodynamic code.2. Analysis of the forced response characteristics of a fan and the dynamic stresses inthe fan blade subjected to a harmonic inlet distortion using as a starting point afast-running Harmonic Balance high-fidelity aeroelastic analysis code.3. Analysis and characterization of the flutter and forced response of a blade row in amultistage turbomachinery configuration using as a starting point a fast-running HarmonicBalance high-fidelity aeroelastic analysis code.4. Analysis of the aeroelastic characteristics of open rotor fans with single orcounter-rotating configurations using as a starting point the TURBO-AE Aeroelasticanalysis code.5. Aeroelastic analysis of unique propulsion turbomachinery components using as astarting point the TURBO-AE Aeroelastic analysis and the Harmonic Balance high-fidelityaeroelastic analysis code.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon March 1, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
