Description
The purpose of this Sources Sought/Market Research is to identify potential sources who can meet the Government's need for a Special Learning Needs (SLN) Instructor. The contractor would provide the services of a certified SLN Instructor to provide instruction and conduct testing of the inmate population housed in both the penitentiary and camp at USP Big Sandy, Inez, KY on a contractual basis. The contractor's provider of theses services must have a degree from an accredited college or university in Special Education, K-12, and also posses a state certificate for the completion of required teaching credentials. This same individual should have at a minimum, course work reflective of curriculum development, instructional methodology, instructional techniques in adult reading, and student teaching experience. Individuals with practical teaching experiences with adult learners are preferred. The provider of these services must be certified, and provide appropriate documentation, to administer the Woodcock-Johnson test, be able to evaluate the test results, and make necessary accommodations for instruction for the inmate-students. The contractor's provider should be familiar with standardized testing procedures. Service shall be provided in individual, small group and moderate class size instruction on an as needed basis, to be determined by the Education Supervisor. The contractor's provider must also be able to evaluate students effectively for instructional accommodations for all levels of the Literacy Program and assist with the recommendations of GED testing accommodations. Services will be needed between an estimated 8 and 16 hours per week, but may increase or decrease based on the needs of the institution. The weekly/monthly schedule will be established in advance with the Education Department Supervisor directly.
