- The United States Army CECOM Contracting Center, Aberdeen Proving Ground, MD 21010, intends to award a sole source contract to L-3 Communications, Titan Corporation, Linkabit Division (L-3), 3033 Science Park Road, San Diego, CA 92121-1101, IAW the authority of 10 U. S. C. 2304 (c)(1) and FAR 6.302-1 for Only One Responsible Source. The resulting contract will be a Firm-Fixed Price contract for the procurement of twelve (12) Prophet Controls (PCs), AN/MSW-24 Data Analysis Centrals, and associated spare parts. There will be no options included in this contract. The PC tasks the Prophet Sensors for data collection and reporting. The PC transmits and receives formatted reports to and from the Divisions Analysis and Control Element and the Brigades Analysis Control Team, and provides a near real-time graphical display of collected information. To optimize its collection capabilities, the PC uses the Single SIGINT Software Baseline (S3B) to transfer information to and from the Prophet Sensors in a coordinated manner that enhances its utility to the Warfighters. L-3 is the only source with an operational production line for the PC and its associated spare parts and, therefore, can meet the required deliveries of equipment within 4 months after contract award. It is estimated that a system developed by any other source would require that source to perform an extensive Non-Recurring Engineering effort to design, integrate, and produce a system. Testing of the new system would then need to be performed and this would result in delivery delays of approximately one year. This synopsis is provided for informational purposes only and is not to be considered a request for proposal; however, all responsible sources may submit a proposal, which shall be considered by the agency.
