Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NHLBI-PB-(HG)-2010-085-TMB and is issued as a Request for Quotation (RFQ). The acquisition is being conducted as full and open competition set aside for small businesses. The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-38. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is set aside for small business. The National Institutes of Health (NIH) National Heart, Lung and Blood Institute (NHLBI) Office of Acquisition (OA), intends to award a single, fixed priced purchase order for the National Human Genome Research Institute (NHGRI) for the purchase of reagent kits as outlined in the statement of work. The contractor will be required to provide the following: Quantity (81) 10134-2 iPLEX Gold Reagent Kit for Processing 10SpectroCHIPS (3,840 reactions): •SAP and Buffer • iPLEX Gold Enzyme and Buffer Plus • iPLEX Gold Termination Mix • 3pt Calibrant SpectroCHIP® II Arrays and Clean Resin: • Chips (Box of 10) • Clean Resin 28g for 10 Chips The Government’s minimum requirements are as follows: •A SNP genotyping platform with proven reliability •A high-throughout format ability to rapidly assess >20,000 samples on < 36 SNPs per test •Compatibility with currently used SNP genotyping platform equipment •Sample preparation time should be minimal and compatible with existing equipment, including low input DNA requirements to conserve DNA samples. •Preparation/manipulation time of data compatible with existing automated protocols so as to maximize need for accommodation •Compatibility with SNP genotyping platform used by collaborators (in this case, at THE Broad Institute and the Wellcome Trust) Special features of the iPlex Gold/SpectroCHIP II reagent system includes: •The system is capable of delivering up to 140,000 SNP genotypes a day. •Low sample quantity requirements so as to conserve DNA samples (i.e. a very small amount) •The capacity to genotype up to 36 SNPs on ~ 20,000 samples (720,000 genotypes) in one week (i.e. a high throughput platform) •Complimentary assay design to share with collaborators •Compatibility with currently existing genotyping equipment •Compatibility with platform used at the Broad Institute and The Wellcome Trust The proposed period of performance for this requirement will consist of one (12) month base period (February 28, 2010 through February 27, 2011) and will include four (4) options to renew for a twelve month period per fiscal year. The Offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial; 2) FAR Clause 52.212-2, Evaluation Commercial Items. As stated in FAR Clause 52.212-2 (a), the Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered; 3) FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. The Offeror must include in their quotation the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award, offerors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov. Interested parties capable of furnishing the Government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due five (5) calendar days from the publication date of this synopsis or by February 21, 2010 7:30am, Eastern Standard Time. The quotation must reference Solicitation number NHLBI-PB-(HG)-2010-085-TMB. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
