- RECOVERY - The U.S. Fish and Wildlife Service (USFWS), Region 5, is issuing a Request for Proposal (RFP) to rehabilitate hiking trails and replace an observation platform(s) located at the Rachel Carson National Wildlife Refuge, York County, Wells, Maine. The work under this contract will be performed at three (3) sites. Site #1 - Rachel Carson Trail. Work at this site includes: rehabilitating earthen trail, replacement in kind of three (3) 10'x14' platform overlooks and replacement in kind of approximately 300' of handrails. Site #2 - Cutts Island. Work at this site includes making the trail (including the first 150 yards) accessible including the grade leading to the restrooms at Cutts Island accessible. Site #3 - Goosefare Brook Trail. Work at this site includes the installation of 300' of new handrails. Any lumber for all locations shall be recycled content material/plastic lumber in lieu of treated lumber. An on-site pre-proposal meeting will occur to identify all lumber replacement; confirm all existing site conditions; and determine exact locations, materials of platform/overlooks, and trail rehabilitation work. There is a 180 day performance period for these projects. The estimated magnitude for the project is between $25,000 and $100,000. This procurement is unrestricted. The NAICS code is 238910. Interested firms shall present a minimum of five (5) similiar projects undertaken in the last four (4) years. The following information shall be provided for each of these projects: 1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Date of completion; and, 6) Client name, address, email address and phone number. Award will be made to the qualified contractor who represents the "Best Value Continuum". Evaluation of interested firms will be based on: 1) Past performance (40%); 2) Technical ability (40%) and #3) Cost (20%). The combination of past performance and technical ability will out weigh cost for this project. The proposal schedule will list two (2) individual line items designating trail rehabilitation and observation platform replacement. Awarded line items willl be made based on availability of funds. The solicitation package includes the technical specifications and proposal documents and will be posted to www.fbo.gov on or about March 3, 2010. Contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and complete Online Representations and Certifications (ORCA) at www.bpn.gov to be eligible for award. Department of Labor - Davis-Bacon wage rates will apply to this project. Packages must be submitted with all requested information including the cost proposal by 4:00 p.m., March 30, 2010.
