Description
On or about 15 January 2010, this office will issue Request for Proposals for construction of the Vehicle Parking And Roads, Project No 64209, Fort Sam Houston, Texas. The solicitation will close on 23 February 2010. This solicitation is HISTORICALLY UNDERUTILIZED BUSINESS ZONE or HUBZONE SMALL BUSINESS PARTICIPATION. In order to be considered for award of this contract, the offeror is required to meet the code of federal regulation requirements for HUBZone contracts as defined below. (a) A prime contractor receiving an award as a qualified HUBZone Small Business Contractor (SBC) must meet the performance of work requirements set forth in the 125.6(c) below. (b) In addition to the requirements set forth in 125.6(c), one or more qualified HUBZone SBCs must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. (1) A qualified HUBZone SBC prime contractor receiving a HUBZone contract for general construction may meet this requirement itself by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. (2) A qualified HUBZone SBC prime contractor receiving a HUBZone contract for specialty construction may meet this requirement itself by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 25% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. (c) The contracting officer may waive the 50% requirement set forth in paragraph (b) of this section for a particular procurement after determining that at least two qualified HUBZone SBCs cannot meet the requirement. Where a waiver is granted, the qualified HUBZone SBC prime contractor must still meet the performance of work requirements set forth in 125.6(c) below. Applicable part of 125.6(c): The qualified HUBZone SBC spends at least 15% of the cost of contract performance incurred for personnel on the concern's employees. A tentative site visit date has been scheduled for 26 January 2010. Contractors interested in inspecting the site of the proposed work shall meet at 8:00 am at 2202 15th Street, Building 4196, Conference Room #2, Fort Sam Houston, TX. Project Description: (Approx. quantities) The work for this Access Control Point project includes: 787 SF Gate House, 6,305 SF ID Check Canopy with 4 pre-manufactured guard booths and 4 traffic access points, 2,050 SF Passenger Vehicle Search Canopy, 2,732 SF 6 Processor Visitor Control Center (VCC)f, 592 SF Search Office Building, Pedestrian Guard Booth, Entry/Traffic Control Systems, Traffic Signals, 4100 LF Cable Based Vehicle Passive Barriers, 12 Active Anti-Ram Vehicle Barriers, Site work demolition, 14,400 SY Access Control Point Roadwork Pavement, 4,380 SY Road pavement, Sidewalks, Concrete Islands, 2300 LF 6 foot Ornamental Fencing, Site Utilities ( Storm Sewer, Water, Sewer, Electrical Communications, Power and Lighting, Standby Generators), Plantings (Trees, Shrubs and Ground Cover). Gatehouse, Guard Booths, VCC and Search Office Buildings include bullet-resistant doors and windows. VCC, Gatehouse and Search Office Building include CMU exterior walls and standing seam metal roofs. The estimated construction cost of this project is between $10,000,000 and $15,000,000. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
