Description
The proposed contract action is for commercial items, which the Naval Medical Center San Diego intends to solicit on an unrestricted basis. Interested contractors/persons may identify their interest and capability to respond to the requirement or submit proposals. This announcement constitutes only solicitation, quotations are being requested and a written solicitation will not be issued. However, all proposals received by 26 February 2010, 06:00AM, Pacific Standard Time, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This is a combined synopsis/solicitation for a commercial items contract, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation number, N00259-10-T-0166 is issued as a request for quotation (RFQ). The North American Industry Classification System (NAICS) Code for this acquisition is 621511. CLIN 0001 Service: Analyzing Tear Film Samples from patients. Period of Performance: 03/01/2010 - 02/28/2008 QTY 822 EA $____________ The effort required hereunder shall be performed in accordance with all other terms and conditions set forth herein. Government RESPONSIBILITIES: The NAVY REFRACTIVE SURGERY CENTER (NRSC) SAN DIEGO, a constituent of the NAVAL MEDICAL CENTER SAN DIEGO (NMCSD), shall provide the test agent and delivery vehicle in a timely and secure manner so as to allow the vendor to properly perform its analysis. NMCSD agrees to comply with any and all laws applicable to the transfer of the specimen to the vendor. During the course of the investigational study, NRSC SAN DIEGO will ship human tear samples to the vendor. THE VENDOR shall perform cytokine analysis on the samples and catalog all results within an electronic database. This database shall be maintained on transferable media, updated as necessary, and archived and provided to NRSC at invervals designated by NRSC. U.S. NAVY INVESTIGATIONAL STUDY: "Topical Cyclosporine for Postoperative use in PRK and LASIK" (CIP#: NMCSD.2008.0047) STUDY DESCRIPTION PREMISE: This prospective clinical trial will assess the use of topical cyclosporine A in conjunction with photorefractive keratectomy (PRK) and laser in-situ keratomileusis (LASIK) for the treatment of naturally occurring myopia and astigmatism. A component of this study will evaluate differences in tear film composition and quality between patients treated with the addition of cyclosporine A and control patients treated with a standard treatment alone. SAMPLE SIZE: 800 subjects (tear samples will be obtained only from the right eye of each subject) FREQUENCY OF TEAR COLLECTIONS: Tears wil be obtained at six (6) intervals throughout the course of the study for each subject. These collections will occur at a preoperative examination visit, and at 1 day, 1 week and 1, 3 and 6 months postoperative examination visits. TEAR ANALYSIS REQUIREMENTS 1.Proper training of NRSC technicians will be conducted by an appropriate member of the THE VENDOR tear film cytokine analysis team.2.Samples will be transported to THE VENDOR by a member of the NRSC staff at appropriate intervals to run the tear film analysis.3.Duplicate analyses will be performed on all samples.4.A Luminex 800 with compatible reagents and assay kits shall be used for analysis of the tear samples. 5.The multiple cytokine detection protocol will be followed using the Beadlyte Mulitplex Assays, based on Luminex xMAP technology. The initial kit used will be the Beadlyte Human 6-Plex Multi-Cytokine Detection System.6.A print out of the entire tear film analysis results will be sent to NRSC within 1 week of running each batch of samples. 7.A distinct subject identifier will be used for all samples. No HIPPA information shall be disclosed.
