- This action is being procured as part of the American Recovery and Re-Investment Act (ARRA) of 2009. All questions regarding this SYNOPSIS should be submitted in writing to the following email address: stephanie.murphree@usace.army.mil. This Acquisition shall be competed as a total HUBZone small business set-aside. This synopsis is for the purpose of a pre-solicitation notification only. The US Army Corps of Engineers, Tulsa District intends to issue a solicitation for excavation (at depths between 8 feet and 24 feet), supply, and backfill approximately 9670 lineal feet of 48 inch polyvinyl chloride (PVC) sanitary sewer pipe and 23 manholes. Work also includes bore and encasement in steel pipe of approximately 35 lineal feet of 36 inch PVC pipe. Work is to be performed in Lawton, Oklahoma. The contract type will be a firm fixed price contract and all work shall be completed within 365 calendar days from Notice to Proceed. The magnitude of this project is $1,000,000 to $5,000,000. The Government will award a contract resulting from the subsequent solicitation to the responsibile offeror whose offer conforming to the solicitation represents the Lowest Price Technically Acceptable considering experience, personnel and past performance. This solicitation will be issued via Internet only on FedBizOpps website at www.fbo.gov. Notifications of amendments shall be made via FedBizOpps only. It is the contractors' responsibility to check the below-listed Internet address daily for any posted changes to this solicitation. No corrections and/or changes to proposals will be allowed after the proposal submittal due time and date. Estimated solicitation issue date is on or about March 3, 2010. Proposals are anticipated to be due on or about April 3, 2010. Contractors must be registered and current with Central Contractors Registration (CCR), in order to receive a Government contract award. To register, the CCR internet address is http://www.ccr.gov. In order to be considered for contract award of this requirement, contractors must be a Certified HUBZone small business. For questions regarding HubZone certifications please contact your local Small Business Administration office.
