- This is a Pre-Solicitation Notice for Hospital Beds for Home Use. The Department of Veterans Affairs (VA), National Acquisition Center (NAC) will be soliciting for Hospital Beds for Home Use. The estimated use could be as high as 13,000 beds per year. The Request for Solicitation (RFP) will result in a single award for one year with four option years. The proposed RFP number is VA-797-09-RP-0043 and will be posted to FedBizOpps on or about March 4, 2010 with a closing date of April 3, 2010. The Trade Agreements Act will apply to items furnished. Specifications and Evaluation Factors Hospital Beds For Home Use All offered beds must meet the following minimum specifications in order to be evaluated and considered for award: 1.Minimum Weight Capacity -- 400 pounds 2.Power -Electric head and foot sections both elevate independently and height of bed raises and lowers independently by electric controls. Will be tested with rails in locked and upright position. Must be capable of this function regardless of which type of rail is on the bed (i.e. full, half, or split rails.) 3.Head/Foot Boards - Interchangeable 4.Rails - Beds must be able to accept full, half and split rails. 5.Minimum clearance height between floor and bed frame -5 inches 6.Minimum bed height from the floor to the top of the bed's side frame without mattress -15 inches 7.Width of frame - minimum 35 inches. 8.Maximum overall length measured from the outside of the headboard and footboard - 90 inches 9.Motors- for head control, foot control, and elevation control - all motors must be independently replaceable. 10.The motors must be double insulated. 11.The power cord plug must be suitable for a two-slot ungrounded outlet. 12.All motors that control the functions of the bed must have hand crank capability 13.Trapeze Mount - must accept bed mounted trapeze 14.Crank provided. 15.One person set-up and transport. This must be demonstrated by a representative of the offeror and accomplished within one hour. 16.Must meet "2006 FDA Hospital Bed System Dimensional and Assessment Guidance to Reduce Entrapment". The bed will be tested with the pressure reduction mattress and rails provided by the offeror. This specification will be tested in accordance with the FDA guidance for Zones 1, 2, 3 and 4 only. 17.Must meet ANSI/AAMI ES60601-1:2005, Medical electrical equipment-Part 1: General requirements for basic safety and essential performance 18.Wheels/Casters - Four total - Either two wheels with two locking casters or four wheels with locking casters. 19.Hand control for all electric functions 20.Must have no pinching or sharp outside edges or other physical hazards to patient safety. The following accessory items must be available to be ordered with bed or at a later time: " Full, half and rails "Trapeze "Mattress - Foam Pressure Reduction with a minimum sleep surface of 36 by 80 inches. Mattress must be in compliance with all federal and state fire codes and regulations. Literature must be submitted and marked clearly.
