- UPDATED 1. GENERAL CONTRACT INFORMATION: Architect and Engineering services, procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36, are required to support delivery of Construction Management Services (CMS) to activities and organizations within or assigned to the Louisville District, U.S. Army Corps of Engineers and may be used with the Great Lakes and Ohio River Division mission boundaries. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. This solicitation is for an Indefinite Delivery Indefinite Quantity (IDIQ) type contract. Selection will be made for one contract not to exceed $12.0 million. The contract is anticipated to be awarded in April 2010. The contract period will be 5 years. Task orders will be issued as the need arises during the contract period. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan for the work to be subcontracted. The subcontracting goals for the Louisville District are as follows: a minimum of 70% of the contractor's intended subcontract amount placed with Small businesses (SB), 6.2% placed with Small Disadvantaged businesses (SDB), 7.0% placed with Women-Owned small businesses (WOSB), 9.8% placed with Hub Zone small business, and 0.9%.placed with Service-Disable Veteran-Owned small business (SDV),and 3.0% placed with Veteran-Owned Small Business. The subcontracting plan is not required with this submittal. The small business standard for this effort is based on the average annual receipts of the concern and its affiliates for the preceding three (3) fiscal years. A business is small for this effort if its average annual receipts do not exceed $4.5 million. To be eligible for contract award, a firm must be registered in the DOD Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov. 2. PROJECT INFORMATION: The work contemplated herein is for CMS on Civil, Military and Environmental construction programs. Services will be requested on an as-needed basis, dependent on the level of construction workload and availability of internal resources. Services vary in nature; duration may extend up to several months. The focus of the proposed A-E services contracts is to support the US Army Corps of Engineers in the administration and oversight of construction projects primarily in Kentucky, Indiana, Illinois, Ohio and Michigan but may include other states in the U.S. and Puerto Rico. 3. SELECTION CRITERIA: (A) Primary Selection Criteria, listed in descending order of importance. (B) Secondary Selection Criteria, will not be applied by a pre-selection board and will only be used by a selection board as a tie-breaker, if necessary, in ranking the most highly qualified firms. The secondary selection criteria are listed in descending order of importance: A.1. Qualifications and Experience. Demonstrate the qualifications and experience of the team, including subcontractors, on required quality assurance/construction management services similar to that described in the Position Description Section of this synopsis. The evaluation will consider education, certifications, training, registration, overall and relevant experience and longevity with the firm. The individuals identified by project roles may not be dual-hatted. For each position /discipline listed below (except Project Manager, Interior Designer and Quality Assurance Representative), provide the names of three (3) individuals and submit their qualifications and experience. For the Quality Assurance Representative position, submit qualifications and experience for five (5) individuals. For the Project Manager and Interior Designer, submit qualifications and experience for one (1) individual. Professional Registration is required for all of the following disciplines: Project Engineer, Civil Engineer, Electrical Engineer, Fire Protection Engineer, Environmental Engineer, Mechanical Engineer, Architect, and Interior Designers. A.2. Project Management. The Project Management Plan shall include the following: The team structure described with an organizational chart to include: key management personnel names and their title, key quality assurance / construction management personnel and their title, ability to mobilize, overall management approach to implementing and maintaining the requirements described in the synopsis, the process for resourcing (including procedures for evaluating personnel qualifications and experience, security considerations, hiring, etc.) the positions and disciplines described herein, The process for establishing and maintaining effective means of communication with USACE project personnel on a daily basis. The process and schedule for delivering invoices. A.3. Past Performance. ACASS is the primary source of information on past performance. ACASS will be queried for all firms submitting a proposal. The board may seek information on past performance from other sources including information from SF 330 Section F, but is not required to seek other information on the past performance of a firm if none is available from ACASS. The board will consider the relevancy of each performance evaluation to the proposed contract, including the type of work, performing office, age of the evaluation, and whether subsequent evaluations indicate a change in a firms performance. A firm that has earned excellent evaluations on recent DoD A-E contracts for similar projects will be ranked relatively high on past performance. A.4. Capacity. The board will consider a firms available capacity of key disciplines to perform work in the required time. Work is anticipated at or near Ft. Knox, Ft Campbell, Scott AFB, Wright-Patterson AFB, Rock Island Arsenal but may include other locations within the Great Lakes and Ohio River Division mission boundaries. Secondary Criteria B.1. Small Business and Small Disadvantaged Business Participation. The extent of participation of Small Business (SB), Small Disadvantaged Business (SDB), historically black colleges and universities (HBCU), and minority institutions (MI) will be measured as a percentage of the total anticipated contract effort, regardless of whether the SB, SDB, HBCU, or MI is a prime contractor, subcontractor, or joint venture partner; the greater the participation, the greater the consideration. Large businesses will be expected to place subcontracts to the maximum practical extent with Small and Small Disadvantaged firms in accordance with Public Law 95-507. For information purposes, the small business size is defined by the limits of NAICS Code 541330. B.2. Volume of DoD Contract Awards. The overall most highly qualified firms will not be rejected solely in the interest of equitable distribution of contracts. Responding firms should cite all contract numbers, award dates and total negotiated fees for any DoD contract awarded within the past twelve (12) months. Please indicate all Task Orders and Modifications awarded to your firm by DoD agencies within the last twelve (12) months under an indefinite delivery type contract. Indicate date of Task Orders and fee for each. (This will be based on Part II, block 11 of SF 330.) B.3. Geographic Proximity. Location of the firm in the general geographical area of the Louisville District Office as well as proximity to the Louisville Districts military installations may be a consideration. Position descriptions for the key disciplines: Project Engineer, Contract Administrator, Engineering Technician, Quality Assurance Representative, Support Technician, Administrative, Civil Engineer, Architect, Electrical Engineer, Fire Protection Engineer, Environmental Engineer, Mechanical Engineer, Cost Estimator, Scheduler, CADD Technician, and Interior Designer are listed below. Project Engineer: Serve as Construction Project Engineer, responsible for accomplishing assigned engineering duties and responsibilities on several simultaneous projects. Contracts range in value from several thousand to several million dollars. Responsible for the overall management/control/coordination and execution of assigned projects. Implements corporate decisions/guidance/laws/regulations and policy in the development of the project and intermediate products in support of the project. Conducts construction management, contract administration, and quality assurance activities in accordance with established policies, procedures, and regulations. Analyzes design and construction issues with respect to contract requirements. Makes on-site decisions regarding compliance with contract provisions and environmental harmony, and exercises engineering judgment to affect a solution between conflicting plan details or requirements which become evident as construction progresses. Reviews the contractors progress schedule and the corresponding percentages identified for each listed feature or component of work. Assures that the schedule items are reasonable, consistent, and proportionately balanced with percentages accurately represented for each corresponding work feature or component of work. Assures that the progress percentages relate to an approximately uniform or balanced monetary payment, and that work involved accurately represents the monetary proportional amount of the contract. Reviews contractors submittals. Prepares correspondence for the COR's signature. Completes field investigations and provides detailed reports covering all pertinent factors affecting cost and engineering considerations. Prepares quality assurance plans for assigned projects. Prepares modification scopes of work for changes to include drawings and specifications. Prepares cost estimates, reviews contractor proposals and recommends objectives. Supports and/or participates in negotiations to reach a fair and reasonable settlement of contract time extensions and/or cost increase/decrease. Conducts pre-construction conferences. Provides upward reporting to project managers. Provides status reports on projects assigned to the district corporate leadership. Represents the District Commander serving as the district's primary point of contact for projects assigned. Contract Administrator Performs a variety of Contract Administration duties which broadly defined will include: assist and provide guidance in contract administration matters; draft requests for proposals; analyze cost proposals and prepare cost and price analyses in support of audits. Prepare pricing for government estimates. Assist in negotiations regarding price adjustments to the contract; draft modification documents as may be required to meet specific regulations; prepare correspondence and determine quantities for processing progress payments. Develop pre-negotiation objectives in preparation for negotiations. Manage requests for Equitable Adjustments (REA) and claims as presented by the construction contractor. Engineering Technician: Receives and Logs Incoming Submittals; communicates with project managers, resident engineers, construction representatives in matters pertaining to progress of submittal processing; forwards drawings and other technical submittals to the proper engineering department personnel; managing, organizing and filing all engineering and technical documents; manages files; gives presentations at the contractors conference; manages Dr. Checks database; opens & closes reviews; contacts project managers about review completion; contractor liaison; delivers submittals to project managers and resident engineers; works in all areas of the Resident Management System (RMS); prepares modifications in RMS and the Standard Procurement System (SPS). Quality Assurance Representative: Performs a variety of quality assurance duties which broadly defined will include monitoring the effectiveness of Contractor Quality Control System. Ensure construction is in accordance with plans and specifications. Interpret plans and specifications and make recommendations on the necessity for changes to the project engineer. Administrative: Makes proficient use of automation equipment and software (word processing, spreadsheet, including Microsoft Office Suite, Excel, Power Point, Access, Outlook, Microsoft Project), to produce a variety of narrative and tabular material, e.g., correspondence, reports, memoranda, calendars, charts, statistical tables and various standard forms and documents. Prepares material from rough draft of clean copy; utilizes basic knowledge and skill of software to make insertions, deletions or move material about into proper format, and incorporate changes made by originator. Composes routine correspondence from brief notes, oral instruction, or on the basis of precedents. Uses simple editing functions to check accuracy of material, and stores, retrieves and prints material in final copy. Responsible for correct grammar, spelling, capitalization and punctuation of final copy. Retrieves, reads and prints data/messages from automated information and communication systems (e.g., e-mail), and provides copy to supervisor and/or individuals concerned. Maintains multiple project office files; handles multiple line phones; maintains spreadsheet, weekly updates, safety meeting minutes, RMS, RFIs; types correspondence, draft letters, and memorandums; makes inventories (office equipment, copier, photos, stamps etc.; processes mail, briefs, submittals, modifications, pre-construction conferences; and coordinates events. Uses electronic typewriter to produce documents not adaptable to computer equipment. Performs one or more of the following clerical tasks; receives visitors and telephone calls and refers them to the proper person who furnishes information requested; routes, controls and distributes mail to units of individuals in accordance with established procedures and knowledge of the organizations and personnel therein; maintains and classifies a variety of files involving many subject headings and subheadings; obtains, compiles and summarizes statistical data in accordance with specific instructions of standard procedures. Utilizes RMS (Resident Management System) and SPS (Standard Procurement System, PD2) to enter contract modifications into automated information systems. Civil Engineer: Provides professional civil engineering and construction management support by performing tasks such as: serves as a general project engineer providing professional and technical leadership; guidance, and expertise in managing contractor executed construction projects on behalf of the U.S. Army Corps of Engineers; serves as the organizational subject matter expert regarding national standards and practices for civil and structural engineering designs, soil and foundation analysis for horizontal and vertical construction, including but not limited to facility site layout, site drainage, geotechnical considerations, material selection and approval for roads, bridges, and structures; water treatment and distribution infrastructure and systems; and waste water collection and treatment infrastructure and systems; participates in design reviews and provides comments on contractor submitted civil engineering designs and plans for a variety of applications; provides quality assurance oversight, documentation of such oversight, and recommends corrective actions as required to ensure high quality performance on contractor executed civil engineering projects or project tasks; provides safety oversight, documentation of such oversight, and directs corrective actions as required to ensure worker safety during the performance of contractor executed projects or project tasks; assists the appointed contracting officers representative and/or resident engineer in interpreting and enforcing contractual provisions regarding contractor civil engineering requirements and deliverables; documents and provides reports regarding contractor progress toward accomplishing contractual scopes of work; recommends authorization of progress payments based on observed contract progress to established quality standards and specifications; maintains professional files in a systematic, retrievable, and contractually enforceable manner. Architect: Provides professional architectural and construction management support by performing tasks such as: serves as a general project architect providing professional and technical leadership, guidance, and expertise in managing contractor executed construction projects on behalf of the U.S. Army Corps of Engineers; serves as the organizational subject matter expert regarding standards and practices for architectural designs, building components, component installations, building construction, landscaping, and ergonomics, including but not limited to commercial, industrial, and residential buildings and landscaping applications; participates in design reviews of and provides comments on contractor submittals; architectural designs and plans for a variety of applications; provides quality assurance oversight, documentation of such oversight, and recommends corrective actions as required to ensure high quality performance on contractor executed architectural projects or project tasks; provides safety oversight, documentation of such oversight, and directs corrective actions as required to ensure worker safety during the performance of contractor executed projects or project tasks; assists the appointed contracting officers representative and/or resident engineer in interpreting and enforcing contractual provisions regarding contractor architectural requirements and deliverables; documents and provides reports regarding contractor progress toward accomplishing contractual scopes of work; recommends authorization of progress payments based on observed contract progress to established quality standards and specifications; maintains professional files in a systematic, retrievable, and contractually enforceable manner. Cost Estimator: Performs a variety of work relative to planning and evaluating construction methods and procedures for various technical engineering alternatives relative to project work, reviewing and/or preparing a wide variety of engineering estimates, coordinating with and advising others, and participating in bid opening and negotiation meetings as technical advisor or for informational purposes; plans, evaluates, reviews, and/or prepares a wide variety of engineering estimates; develops cost estimates for projects from feasibility to construction; recommends consideration of changes in plans which may result in greater economy through substitution of materials or simplification of construction; routinely takes necessary action to insure security of government estimates; advises supervisor or project managers of extremely difficult and/or controversial problems and matters of policy resulting from assigned estimating responsibilities and work assignments; suggests methods or procedures or additional studies required to resolve problems encountered; attends negotiation meetings, bid opening sessions, and board of review meetings; maintains files of current material prices and construction equipment first costs obtained from quotations by suppliers; provides technical review and/or guidance for lower graded branch technicians involved in estimate preparation. Must demonstrate minimum 2 years experience preparing cost estimates with MII cost estimating software. Scheduler: Creating and implementing Critical Path Method (CPM) Baseline Schedule with Primavera, Project Planner or Microsoft (MS) Project; updates monthly construction schedule with narratives and progress analysis; coordinates the various subprojects into a master schedule; maintains and monitors program and project level CPM; monitors program milestones and interdependencies between subprojects, identifying the critical path and suggesting alternatives. CADD Technician: Develops layouts and completes details for preliminary and final construction drawings covering all construction details required for the construction of such structures as gated reinforced concrete and corrugated metal pipe drainage outlets through levees, flood walls and stop log gaps, pumping plants, highway and railroad bridges and culverts, and alterations of existing drainage systems and utilities as required by new work and military structures such as barracks, medical facilities, company operations facilities, maintenance shops, aircraft hangers, and munitions storage facilities. Two years experience with Microstation and AutoCAD must be demonstrated in the resume. Interior Designer: The proposed interior designer must be certified by the National Council of Interior Design Qualifications (NCIDQ), be a registered interior designer, or registered architect with at least five years of experience and training in interiordesign. The interior designer will assist in the administration of furniture installation and inspection during the construction project. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit one paper copy and one electronic copy on CD of the SF 330, Part I, and one paper copy of the SF 330, Part II for the prime firm. Each branch office that will have a key role in the proposed contract must also submit a copy of the SF 330 Part II. Responding firms must submit a current and accurate SF 330, Part II, for each proposed consultant. The proposal shall be submitted as one file using Microsoft Word (.doc) or Adobe Acrobat (.pdf). Font size shall be 10 or larger. Any firm with an electronic mailbox responding to the solicitation should identify such address in the SF 330, Part I. Please identify the Dun & Bradstreet number of the office(s) performing the work in Block 5 of the SF 330, Part I. Dun & Bradstreet numbers may be obtained by contacting 1-866-705-5711, or via the internet at www.dnb.com.
