Description
The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source, fixed-price procurement with Colt Defense LLC, 547 New Park Avenue, West Hartford, CT 06110-1336 under RFQ0221770. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website ( www.fedbizopps.gov ). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. Colt Defense LLC will provide repair and maintenance parts of Colt.223 caliber carbines manufactured by Colt. Based on market research conducted and contacts made with knowledgeable individuals within the government, and the related industry, it has been determined the FBI's requirement for the referenced Colt.223 parts can only be provided by Colt Defense, LLC. (1) Standardization: The Colt Defense, Colt pattern, LE Tactical A4 Carbines are built to Colt pattern standards. The parts provided by Colt Defense are generally Mil-Spec. Substituting parts made by other manufacturers may result in malfunctions or degraded weapon performance. (2) Logistical Support: The FBI currently maintains a specific parts inventory to support Colt Defense carbines. These parts are only used with the Colt Defense carbines and are not used on other Colt pattern carbines. Acquisition of non-Colt Defense parts would require the FBI to create and maintain separate storage for non-Colt Defense parts (at an additional expense), since mixing the parts could result in degraded weapon performance. (3) Warranty: Carbines manufactured by Colt Defense are supplied with a limited warranty, which covers the expense for repairs for a five year period. The use of non-Colt Defense parts in repairing and maintaining these carbines could result in the voiding of any warranty coverage, exposing the government to potentially significant unwarranted additional expense. This notice of intent is not a request for competitive quotations, however, interested parties may identify their interests and capability to respond to this requirement to this office by 10:00 am (Eastern), March 1, 2010, via facsimile to the attention of: Amy Lacy, at 703-632-6103 or via email to aelacy@fbiacademy.edu. Information received, will be solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System Number (NAICS) is 332994-Small Arms Manufacturing. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
