- AIR MOBILITY COMMAND (AMC) FAA FLIGHT SIMULATOR CERTIFICATION This Request for Information (RFI) is issued for informational and planning purposes only. Please note that the Air Force will NOT be responsible for any costs incurred by interested parties in responding to this request for information. This requirement is for FAA Simulator Certification Training. This training provides instruction in the techniques, procedures, policies and criteria of evaluation, qualifying and approving simulators and flight training devices. The training enables inspectors to understand the Simulator Certification process, to conduct initial and recurrent evaluations of simulators and flight training devices. The requirement for training is mandated under AMC/A3T as the simulator certification authority for HQ AMC through its field Detachments 1, 2, and 3. Simulator Certification personnel require the training to enable them to understand and comply with FAA Circular 120-40B which allows AMC to maintain self certification of aircraft simulator training to FAA standards. All travel cost shall be in accordance with the Joint Travel Regulation and shall include travel cost (by car or airfare), daily per diem rates and cost of rental car, if required. This is not a solicitation for competitive bid, nor will it obligate the government to any contractual action. The FAA Fight Simulator Certification performance requirements are as follows: A. The contractor shall provide academic instruction for USAF pilots, flight engineers and DoD civilians in the performance of their duties as AF flight simulator evaluators. Instruction includes techniques, procedures, policies, and criteria for evaluating, qualifying, and approving simulators and flight training devices for aircrew operation. Training shall be conducted at Altus AFB OK, Travis AFB CA, Little Rock AFB AR or Lackland-Kelly AFB TX. B. Training shall be conducted at one of above listed Air Force approved training location in an AMC certified full flight simulator. The training class will normally consist of 2 pilots, 2 flight engineers and 2 civilians per class. Contractor shall conduct at least one (1) but not more than three (3) classes per contract year. The contractor shall make available to the students at the beginning of each class, a syllabus in contractor format, identifying the curriculum and plan that will be used to enable the students to conduct a simulator evaluation. C. All training shall be conducted in AMC certified FAA Level C or better simulator, at one of the approved Air Force training locations as listed in paragraph A. The Government will provide a fully operational simulator and a fully qualified simulator operator. The information requested herein will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Should a future requirement(s) evolve from this preliminary planning process, it is anticipated the period of performance will be a 1 year base period plus 2 one-year option periods. AMC requests any qualified businesses that are capable and potentially interested in providing a FAA Flight Simulator Certification Training please reply to this RFI stating their interest and attaching a capability package including the following information: 1) name and address of company; 2) company point of contact including telephone, fax, and email address; 3) identify business size (large, small, disadvantaged, women-owned, 8 (a), HUBZone, etc); and 4) information demonstrating the company's ability to perform the potential requirement as described above. The capability package must be clear, concise, and complete and be submitted by 24 February 2010, 12 p.m. central via e-mail to Michael.davidson@scott.af.mil.
