THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRATORS UNDER the UNRESTRICTED Fort Bliss Infrastructure MATOC Pool of Contractors This Acquisition shall be competed under the UNRESTRICTED Fort Bliss Infrastructure MATOC Pool of Contractors. The MATOC pool of contractors are as follows: W9126G-09-D-0002: Zachry Construction Corporation, San Antonio TX; W9126G-09-D-0003: Kiewit New Mexico Co., Albuquerque NM; W9126G-09-D-0004: Sundt Construction, Tempe AZ; W9126G-09-D-0005: JD Abrams, Austin TX; W9126G-09-D-0006: Tug Hill Construction, Watertown NY. This synopsis is for the purpose of a pre-solicitation notification only. An unrestricted request for proposal shall be issued for Construction work to the above firms in the contracting pool under the referenced MATOC Contracts. This work is considered Phase III, Tank Trail Routes 5A, 6, and 8 of the overall Repair Training Area Unpaved Tank Trail Project. The work to be performed is to repair priority tank trail roads Route 5A has an approximate total of 14.8 miles of road, Route 6 has an approximate total of 9.7 miles of road and Route 8 has an approximate total of 12 miles of road. The highest priority is to complete the construction of Route 6 first. The next priority is to complete the construction of Route 8. The least highest priority is Route 5A. Phase III is of unimproved primary tank trails located within Dona Ana Military Range Base Camp and Oro Grande Base Camp complexes located at Fort Bliss Army Military Installation in El Paso, Texas. Repair work includes, but not limited to, raising trail profiles to improve drainage conditions and placement of stabilized sub-grade or base course and gravel surface course materials, resulting in a 28-foot wide roadway with adequate shoulders for track and wheeled vehicles and associated construction of low water crossings and culverts. This construction contract will be procured through a design/bid/build (D-B-B) one step request for proposal (RFP) process with competition between the Unrestricted MATOC pool of contractors with evaluation factors of the Lowest Price Technically Acceptable, resulting in a task order under one of the noted MATOC contracts referenced above. The task order will be a Firm Fixed Price (FFP) Construction type, for the U.S. Army Corps of Engineers, administered by the Fort Worth District, for construction, reconstruction, rehabilitation, and repairs. The magnitude of this construction project (per Defense Federal Acquisition Regulation, 236.204 (ii) Disclosure of the magnitude of construction projects) is estimated between $25 and $30 Million. Any work executed under this MATOC Infrastructure Support Construction Contract is limited to the geographic boundaries of the Southwestern Division, U.S. Army Corps of Engineers (USACE), Primarily the Fort Bliss, El Paso, TX area and possible area of White Sands Missile Range, White Sands, New Mexico. The RFP solicitation is anticipated to be issued on or about 22 February 2010, and offers will be due on or about 19 March 2010. No public bid opening procedures are applicable for this solicitation. Anticipated contract award date on or about 31 March 2010. Anticipated project completion date is 8 August 2011. The 2007 North American Industrial Classification System (NAICS) code applicable to this project is 237310. SIC is 1611. The contract will be awarded in accordance with the provisions contained within the American Recovery and Reinvestment Act (ARRA) of 2009 (Stimulus Package Funded). The large business firms listed above must submit a subcontracting plan, therefore, resulting in the possibility of subcontracting out portions of the work under this task order. The USACE does not provide subcontracting opportunities directly to the firms listed above; however, you may contact the firms above for the possibility of subcontracting opportunities. The solicitation will be a negotiated acquisition; there will be no public bid opening. All contracts will be awarded based upon an evaluation of Lowest Price Technically Acceptable. The Government will not pay for proposal preparation costs. The price proposal shall include but not limited to the cost of the following: All waste and excess material, Mobilization and close out for the total contract, Clean up, Safety (e.g., safety rails, safety nets, tethers, face/clothing protection, etc.), Traffic and work-site signs and barriers, Project management and supervision, Quality Control (QC), Office management and equipment, Depreciation of mobile office(s), Subcontractor profit, As-Built drawings, submittal, permits, license, insurance, and other risks of doing business, and Site security. The Government will not allow the contractor to work on the project unless the bond documents and insurance certification have been accepted by the Contracting Officer and a signed Notice to Proceed has been issued to the contractor. This solicitation will be issued via Internet only on FedBizOpps Website at www.fbo.gov, to the MATOC pool of contractors. Notification of amendments shall be made via FedBizOpps only. It is the contractors responsibility to check the below-listed Internet address daily for any posted changes to this solicitation. No corrections and/or changes to proposals will be allowed after the proposal submittal due time and date. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the following internet address: www.fbo.gov. The use of the website requires prior registration at www.fbo.gov. The plans and specifications will be provided to the MATOC pool of contractors through the federal business opportunity website. The plans and specifications will not be made available in paper format or on compact disc. It is the Offeror's responsibility to monitor the FedBizOpps web site for amendments to the solicitation. You must be registered with the Central Contractor Registration Database, (CCR), to receive a Government contract award. You may register with the CCR at www.ccr.gov.
