Description
The USS EMORY S. LAND conducted a Dry-docking Planned Maintenance Availability (DPMA) at the Puget Sound Naval Shipyard from October 2008 through September 2009. The overhaul and alignment of the ship’s propulsion shafting was accomplished during this DPMA, however the waterborne verification of the shafting alignment was deferred for accomplishment during an MSFSC executed Post Shipyard Availability (PSA). MSFSC awarded the PSA contract via a competitive solicitation to Cascade General with the repairs being accomplished at the Kitsap Naval Station. The PSA award was made in the amount of $9,591,503 with a total evaluated price of $11,174,702 inclusive of options, and a period of performance of 19 October 2009 for 150 days. Work item 203 of the PSA package addressed the requisite waterborne shaft alignment verification. Cascade accomplished the requirements of work item 203 and found the shaft alignment to be significantly out of specification. These findings were subsequently verified by MSC N7 Engineering. In order to correct the alignment to comply with the design specification requires the ship be brought to an industrial facility and dry docked. The USS Emory S. Land must complete all industrial repair work by 28 April 2010 to support deployment preparations in order to sail on 17 May 2010 and arrive on station as per schedule. The current PSA is scheduled to end on 16 March 2010, but is expected to be delayed until 28 April 2010 due to Government contracted repairs to the ship’s High Pressure turbine. By modifying contract N40442-09-C-2012 for the dry docking and shaft alignment correction, the agency will be able to have the ship moved to Cascade's dry-dock to accomplish the shaft alignment and at the same time be able to work the remaining items to complete the PSA with no impact to the 28 April 2010 completion date. To the extent that this work was competed and another yard was the successful offeror, it would require that the current PSA be completed prior to the tow to this other yard's facility for the dry-docking and shaft alignment work. Such a scenario would extend the estimated completion date from approximately 28 April 2010 to approximately 10 June 2010 and thus make it impossible for the ship to be on station as scheduled. It is critical that the ship meet its schedule due to the need to provide repair and maintenance support to Navy submarines. Based on the above, Cascade General is the only shipyard that can provide this work within the available time period.
