Description
This is a notice of intent that WR-ALC anticipates issuing a firm-fixed price, C-type contract for the procurement of engineering services in accordance with a Performance-Based Statement of Work to provide engineering, reliability, programming, and analysis support for the munitions community. Description: WR-ALC/GBLC, Robins Air Force Base, Georgia, requires contractor support to meet United States Air Force (USAF) customer requirements in the areas of weapon system analysis, hardware and software systems engineering, database support, and software development and programming support that includes technical support to data/configuration management requirements. Efforts are required to ensure an operational system continues to fulfill its current requirements in support of Operational Safety, Suitability and Effectiveness (OSS&E) efforts. Services provided by the RAM office through this task benefits the Air Force and Navy by providing decision support to the Warfighter and to the Integrated Product Teams who manage the weapons through timely and accurate data. The basic period of performance will be 12 months after receipt of contract. The approximate solicitation issue date will be 8 Mar 2010 with the approximate response date of 6 Apr 2010. The solicitation will be available for viewing or downloading at www.fedbizopps.gov only and will be issued as a Request for Proposal (RFP). This acquisition is restricted to: Chenega Advanced Solutions and Engineering, LLC 5700 Lake Wright Drive Suite 203 Norfolk, VA 23502 (Cage Code: 1Y7N7, DUNS: 113008432). Authority 10 U.S.C. 2304 (c)(1), "The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency." No telephone requests. NO HARD COPIES WILL BE ISSUED. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
