- This is a sources sought synopsis; there is no solicitation available at this time. Requests for solicitation will receive no response. This Sources Sought Synopsis is published for market research purposes only. This market survey is conducted to identify potential sources capable of meeting the requirements for providing Integrated Scientific and Technology Operations Support for the Air Force Research Laboratory (AFRL). Please review attached documents (in this order): (1) Situational Awareness (2) Overall S-T Ops Support PWS (3) Task Order 1 S-T Ops Support PWS. Next, review and complete the attached matrixes: (1) Overall PWS Matrix (2) Task Order 1 PWS Matrix. Attachments are included to provide respondents a better understanding of the needs of the Air Force Research Laboratory and the respondent's potential ability to meet the Government's requirements. The Integrated Scientific and Technology Operations Support includes, but is not limited to assisting the Air Force Research Laboratory (AFRL) staff in providing and maintaining laboratory infrastructure services including conducting and maintaining security and operational programs for AFRL subject to the authority, direction and control of the AFMC Commander. The services include Continuity Of Operations Plan (COOP) or similar plan management, Administration, Facility Management and Visitor Control, Functional Systems Administration, Information Management including the Vital Records Inventory and records management, Knowledge Management, SharePoint and Similar Collaborative Tools Content and Access Maintenance, Security Awareness Training, Security Management and Classified Operations Support, Training Management, Special Project Assistance, Contractor Team Management and Information Technology Engineering Services. The services will be performed within AFRL, primari! ly in Building 676 and the new Information Technology Center to be built in 2011, but may also be provided during emergencies at other AFRL locations in the Dayton metropolitan area. This effort will require a current Top Secret Facility Clearance. The Air Force anticipates utilizing an IDIQ for this award. The Air Force anticipates the ordering period will be 5 years. Information is being collected from all potential sources at this time; however, the government is soliciting information in order to determine if this requirement can be met using an 8(a) or small business set-aside. All respondents are required to certify if they currently meet the small business requirements under the North American Industry Classification System (NAICS) code 541519, Other Computer Related Services, $25M, as of the date of their submittal. If the proceeding RFP is set aside for either 8(a) or small business, then bidding contractors must meet the small business NAICS 541519 certification requirement on the date of contract award and small businesses will be required to perform 51% of the work. All interested parties shall submit the attached matrices that shall demonstrate capabilities, expertise and past performance relevant to the requirements cited above. Your statement of capabilities should include the following: Company Name; Address; Point of Contact; Telephone number; E-Mail Address; CAGE Code; Web Page URL; Certification of small business status. Please submit one (1) hardcopy of your response to ASC/PKEIE, Attn: Daniel Staloch, 2275 D. St, Bldg. 16, Rm. 132, Wright-Patterson AFB, OH 45433, (937) 656-7373, and one (1) PDF formatted copy via email to Daniel.Staloch@wpafb.af.mil. Statements should be submitted no later than 2:00pm, EST, March 3, 2010. No facsimile responses will be accepted. The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This synopsis does not constitute a Request for Quotation, Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. The Government reserves the right to reject in whole or part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. If the Government decides to award a contract for this or related effort, a solicitation will be published and posted on the PIXS website.
