Description
Expressions of Interest Sought Requirement: The United States Government currently occupies office and related space in a building under lease in Flagstaff, AZ that will be expiring. The Government is seeking to lease approximately 74,208 - 79,228 rentable square feet of office, lab, warehouse and related space. The rentable space must yield approximately 67,180 - 71,724 ANSI/BOMA Office Area square feet (ABOA). The lease term requirement is for 20 years (15 years firm). The space must be available for occupancy by May 1, 2012. Fully serviced leases are sought. Other applicable requirements include: •161 surface parking spaces along with 55 covered, reserved parking spaces; •Government requirements for Fire Safety and Handicapped Accessibility; •45,000 SF Wareyard including loading dock in addition to requirements outlined above; •Freight elevator or passenger elevator used for freight is required to serve any portion of the space that is above or below ground level; and •Security (i.e. lobby, loading dock access, parking, setbacks etc, where and as applicable). The Government is considering alternative space if economically advantageous. The Government will use the information it receives in response to this advertisement as a basis for the development of a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements. It will also consider costs likely to be incurred through relocating (physical move costs, replication of tenant improvements and telecommunications infrastructure and nonproductive agency downtime, among others). SUBMISSION REQUIREMENTS: Expressions of interest must be submitted in writing to the address below no later than 5:00 PM on March 4, 2010 and should include the following information at minimum (this is not an invitation for bids or a request for proposals): •Building name and address; •Legal property description, recent survey, and property identification numbers (PIN); •Location of space in the building and date it will be available; •One-eighth inch scale drawing of space offered or site plan for new construction leases; •ANSI/BOMA defined Office Area square feet (ABOA); •Rentable Square Feet (RSF) offered and rental rate per square RSF, fully serviced and tenant improvement allowance included; •Common Area Factor used to determine the RSF; •Method of rentable space measurement; •Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking; •Building ownership information; •Name, address, telephone number, and email address of authorized contact; •Energy efficiency and renewable energy features existing within the building; •List of building services provided; •In cases where an agent is representing multiple ownership entities, written acknowledgement, and •Permission to represent multiple owners for the same submission. The Government's decision regarding whether to relocate will be based, in part, on information received in response to this advertisement.
