- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest Fisheries Science Center located in La Jolla, CA on sole source basis with San Jose State University Foundation. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The government requires a report on the ecology and biology of Salpa thompsoni, a critical ecological link in the Southern Ocean, to support analysis of likely climate change impacts on the Antarctic Krill fishery. The contractor shall perform the following tasks: a.) Develop an outline of methods and statistical analyses to be performed on Salpa thompsoni collected as part of the United States Antarctic Living Marine Resources (AMLR) Program b.) Develop a report based on the methods and statistical analyses in a.), documenting the variability in growth and population dynamics of salps, their relationship to primary production and potential influence of climate change on salps in the United States Antarctic Living Marine Resources (AMLR) study area. The US AMLR program has an extensive database comprised of abundance and length extending back nearly 20 years. Dr. Valerie Loeb of San Jose State University Foundation is uniquely qualified to accomplish this contract because of her extensive experience working, conducting data analysis and publishing results relative to zooplankton and salp ecology from Antarctic Peninsula Area. Dr. Loeb has participated in the US AMLR Program since its inception in 1986. She has published extensively results of her work and is a recognized expert in this field. She is familiar with historical data collected as part of the program which would be required to understand the datasets and to complete the tasks specified. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a simplified acquisition estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
