- MSC is committed to investing in its employees and has a strategic vision to become a top federal employer. In alignment with the 2010 MSC strategic plan, and in support of a Command initiative to develop and care for its workforce in a more deliberate and holistic manner, MSC requires support and guidance in creating institutionalized employee policies and programs. These policies and programs are intended to result in improved learning and development, job satisfaction, wellness, upward mobility, retention, and overall quality of life for MSC employees. The contractor shall establish and implement policies and programs in three primary areas: 1. Workforce Development i. Talent Management ii. Secession Planning iii. Employee / Executive Training 2. Diversity and Women’s Issues Afloat i. Recruitment and Retention ii. Evaluation / Survey iii. Policy Update and Development iv. Diversity Program Development 3. Employee Advocacy i. Health and Wellness Initiatives ii. Labor Relations iii. Recognition iv. Recruiting The objectives of the resulting contract will be to obtain services that accomplish the following: -Create new and improved programs in the three primary areas listed above. -Ensure that the new and improved programs in the three primary areas listed above are in compliance with Department of Navy (DoN), DoD and other Federal Government mandates and guidelines. -Ensure that the new and improved programs in the three primary areas listed above are based on best practices in other DoN, DoD, Federal Government and private sector organizations. -Mitigate risks to MSC in matters of workforce and human capital management. -Ensure new programs and policies reflect the desires and motivations of the workforce.
