- The Marine Corps Systems Command, Quantico, Virginia is seeking sources and information for a single system that will provide a means for a single person to manually move an outboard engine to various locations for maintenance and storage. The rack design will provide movement around maintenance and storage facilities for routine corrective repair, diagnostic, and engine replacement. The design will also allow personnel to perform preventive maintenance procedures, diagnostic procedures, power head and lower end assembly/disassembly. In addition to providing safe movement by a single individual, the rack shall also provide a means of protecting an outboard engine during storage and transportation by land, sea, or air. This Request for Information (RFI) is for planning and informational purposes only and shall not be considered as a request for proposal, an obligation on the part of the Government to issue a request for proposal, and/or obligation on the part of the Government to acquire any products or services. No contract will be awarded from this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Interested parties are solely responsible for all costs and expenses associated with their respective response to this RFI. The Government will not reimburse interested parties for any direct and/or indirect costs and/or expenses associated with their respective responses to this RFI, including, but not limited to any direct and/or indirect costs associated with any submission or information provided to the Government. Moreover, interested parties will not otherwise be entitled to any compensation associated with the Government's use of any submission or information provided by an interested party to the Government pursuant to this RFI. Furthermore, the information provided in this RFI is notional and may change. The Government is under no obligation to revise any aspect of this RFI should any information provided herein change. The Government will provide any additional information and issue any additional requests for information at its sole discretion. Interested companies with an existing commercial product with capabilities similar to the Rocke Solid Marine product #09-OEMR and able to meet the below requirements are welcome to submit a reply to this RFI. RequirementsThe rack will be capable of use in shore based and shipboard environments. 1.The rack shall support an outboard engine weighing up to 300 lbs. 2.The outboard engine shall mount vertically on the rack using an industry standard transom mounting interface. The transom angle shall be 14 degrees and the outboard engine orientation shall be perpendicular to the ground once mounted.3.The rack, with an outboard engine mounted, shall be capable of being stored in the vertical or horizontal position. 4.A single person shall be capable of transporting the rack with an outboard engine mounted over various surfaces such as concrete, gravel, truck beds, and ship decks. 5.The rack shall allow personnel to connect water and fuel hoses, perform preventive maintenance, and assemble/disassemble an outboard engine while mounted on it.6.The rack shall provide a stable platform during engine maintenance.7.The rack shall protect the outboard engine from damage if dropped during handling/transportation. 8.The rack with an outboard engine mounted shall be capable of being moved by forklift in both the vertical and horizontal positions without damaging the engine.9.The rack shall have clearly defined forklift points for the horizontal position.10.The rack with an outboard engine mounted shall have the capability of being hoisted in both the vertical and horizontal positions without damage.11.The rack shall have clearly defined horizontal and vertical hoist lift and tie-down points.12.The rack with an outboard engine mounted shall be capable of being stacked in the horizontal position using an interlocking feature.13.The rack shall not corrode in marine environments.14.The rack shall have labels that communicate cautions, warnings, and operating instructions. Responses Commercial firms with existing equipment capable of meeting the requirements above are encouraged and invited to submit product brochures and pricing materials with quantity discounts outlining the product specifications, to include a statement of capabilities, production and delivery rate on a monthly basis to meet a notional delivery of up to 350 units within a 12 month period, warranties offered with pricing, recommended spare parts with pricing, and system repair capability at a Marine Corps unit level. Responses shall be limited to a total of 10 pages not including brochures or pictures. Pictures of production items must be submitted. Responses shall include a matrix with the requirements stated above and how the vendor's product meets each requirement. Responses will be reviewed to identify firms potentially capable of fulfilling the Governments requirements. This Request for Information (RFI) is for planning purposes only. Please be advised that any vendor proprietary information must be marked as such on a page-by-page basis. The Government will not assume that any of the information provided by a respondent is proprietary unless it is conspicuously marked on a page-by-page basis. Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this RFI is proprietary. Additionally, interested firms are requested to provide the following information in their RFI response: (a) company name, company address, overnight delivery address (if different from mailing address), CAGE code, point of contact, e-mail address, telephone number, fax number; and (b) indicate business size (i.e., large, foreign, small disadvantaged, veteran owned, minority owned, etc) to the Government representative listed below. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Responses to this RFI shall be emailed to Mr. Paul Gregory at paul.gregory@usmc.mil at the Marine Corps Systems Command, no later than 12 March 2010.
