- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to procure on a sole sourcebasis Science Direct Unique Titles List (UTL) which is electronic access to Elsevier journals that are being procured through the National Research Laboratory Alliance (NRLA Consortium) shared titles list (Science Direct) for 2010. If required, list will be available by request only. Quotes shall include (1) Science Direct only content fee (2) Electronic only subscription fee (a) Combustion and Flame (b) Discrete Applied Mathematics (c) International Journal of Heat and Mass Transfer (d) Journal of Applied Mathematics and Mechanics (e) Journal of Computational Physics (f) Microprocessors and Microsystems (g) Neural Networks (h) Optics and Laser Technology (i) Pattern Recognition (j) Physics Letters A (k) Signal Processing and (3) Unique Title Lists Fee (UTL). These items will be procured from Elsevier Engineering Information Inc., 360 Park Avenue S, New York, NY 10010-1710. These products are copyrighted and cannot be sold by another vendor. Delivery shall be made to the Naval Surface Warfare Center, Dahlgren Division, Attn: Patricia Pulliam, Code Z31, 18179 Dahlgren Road STE 300, Dahlgren, VA 22448-5112. Also, include any shipping cost for FOB Destination. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price. FOB Destination to Dahlgren, VA shall apply. In order to be eligible for award, firms must be registered in the Central Contractor Registry (CCR). Offerors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. The quote number is N00178-10-Q-3485 and is a request for quote. All responsible sources may submit a quote which shall be considered. A written request for quote will not be issued as all items are identified in this synopsis. Quotes are due 26 February 2010, no later than 12:00 noon (local NSWCDD time) with an anticipated award date by 1 March 2010. Quotes are encouraged to be submitted via EMAIL in Microsoft Word format to Deborah.dobson@navy.mil or by FAX to 540-653-6810. All quotes shall reference Quote Number N00178-10-Q-3485.
