- Description
- The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) intends to issue a sole source contract to Detica Federal Inc, by other than full and open competition, in accordance with Federal Acquisition Regulation (FAR) 6.302-1 to provide DHS, National Protection and Program Directorate, operational, and intelligence support services for the Office for Bombing Prevention (OBP). In doing so, there will be a continuation of technical, operational and intelligence support for the OPB, Technical Resource for Incident Prevention (TRIPwire) and Technical Resource for Incident Prevention Community Gateway (TWCG) from Detica Federal, Inc. The requirement is a continuation of the collection of source material, translation and analytic services, assistance in policy, strategy outreach efforts, and operations and maintenance of the TRIPWire and TWCG systems. The support services include program management, watch desk support, administrative support, and transition planning. This is not a request for competitive proposal and this is not a formal solicitation. Therefore, this is not considered a Request for Proposal (RFP). Detica Federal, Inc is the only known source for the subject requirement. Interested parties may submit a letter via email to the Contracting Specialist identifying their interest and capabilities in response to the requirement. Responses must be received no later than (NLT) March 5, 2010, 2pm EST. Responses to this notice will be used to determine if bona fide competition exists. A determination to compete this procurement based on responses to this notice is solely within the discretion of the Government. This is not a request for proposals or quotations (no phone calls please). The proposed sole source requirement will be for the period March 29 – September 28, 2010, (with three 1-month option periods). The Contracting Office expects to post the RFP (HSHQDC-10-R-00006) under FAR Part 8 for Full and Open Competition.
