Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) at Orlando, FL, in support of various Navy command training facilities, intends to issue a follow-on bridge contract to VSE Corporation on a sole source basis due to there being only one known responsible source able to meet the immediate requirement within an acceptable time frame until the full scope of the requirement can be solicited competitively. This bridge contract will allow the Navy to meet its immediate requirement, previously performed under contract DAAB07-03-D-B012, for a two year period from 1 April 2010 to 31 March 2012. Although more than one source may be able to fulfill the requirement, an award to any other source would result in an unacceptable delay of work in fulfilling the agency’s immediate requirements. During the performance of this bridge contract, an acquisition strategy for the full scope (5 year) requirement will be developed and a competitive source selection made. A Request for Proposals on the full scope requirement will be posted on the Federal Business Opportunities website at https://www.fbo.gov/ and is anticipated to be issued on or about 1 August 2010. The bridge contract will provide facility engineering and technical support services for the planning, site preparation, fabrication, relocation, installation, upgrade, maintenance, testing and integrated logistics support of technical training equipment (TTE) and associated support equipment installed at designated Command Training Facilities. Engineering and Technical services are in support of various simulator trainers for Naval shipboard systems, ancillary support systems and overseas contingency operations. The systems/subsystems include Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4SIR) Systems, Weapon Systems, Hull, Mechanical and Electrical (HM&E) Systems, and Combat Support/Interface Systems and their supporting equipment. TTE includes, but is not limited to, the following: Combat Systems Trainers; PSG/DDG; 6SRIE Multi Training Systems and testing Labs; OJ-451 & OJ-535 consoles; AN/UYQ-70 display consoles; RD-358, AN/UYK 43, AN/UYK-44, AN/UYK-7, OL-224 and 2780 switchboards; High Speed Data Switch (HSDS); SSDS MK-1; SSDS MK-2; AN/SPS 48-E Radar system; AN/SQQ89; GEDMS; MK160 Gun system; MK-46 Optical Sight; Battle Force Tactical Training system trainer (BFTT); CIWS Phalanx Gun System; and Computer Complex-1 & Computer Complex-2 that provide inputs to various training platforms for trainer functionality. Performance will take place at multiple government commands in San Diego, Ca; Pearl Harbor, Hi; Norfolk, VA; SRF Sasebo and Yokosuka, Japan, at the contractor’s facilities, and at other designated CONUS locations. The proposed bridge contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. While interested parties may identify their interest and capability to meet the requirement or submit a proposal, a determination by the Government not to compete this proposed contract is solely within the discretion of the Government. All responses received within fifteen days after date of publication of this synopsis will be reviewed and considered by the Government.
